Yesterday, the bill was amended and passed in the Senate Appropriations Committee. Sen. Jason Smalley, the Senate author of the bill (and strong supporter of OKPromise; he sponsored last year's SB 529 that increased the application income limit for the first time in 17 years, repealed the unique college GPA award-retention requirements, extended use of the award to more career tech programs, etc.) offered the amendment after discussions with our office. The bill now states: "If a student withdraws from a class in which he or she has received an award from the Oklahoma Higher Learning Access Program, the awarded funds shall be returned to the Oklahoma Higher Learning Access Program. The provisions of this subsection shall only apply to awarded funds when a student withdraws prior to the end of the add/drop period for the session in which the student is enrolled." The current version of the bill, as amended yesterday, can be found at http://webserver1.lsb.state.ok.us/cf_pdf/2017-18%20FLR/SFLR/HB3592%20SFLR.PDF. This language is much different than prior versions of the bill. We have worked with Sen. Smalley to try to make the new language consistent with institution fiscal/bursar policies and current OKPromise program procedures and guidance. If you have concerns about this current language in the bill, please let me know as soon as possible. As you know, we were lucky enough to have Mr. Kevin Campbell from the Department of Education join us for the conference. You also know that having a training officer at our conference is invaluable! To be able to have access to them to ask questions, get answers, hear the latest news in such a small setting is a great benefit of our conference. BUT... We all know that budgets are tight and Kevin needs our help to justify his travel to our conference. PLEASE click the link below and complete the DOE survey to let them know how much we need and appreciate Kevin's efforts. It seriously only takes a couple of minutes. Have you been looking for a way to network and make connections at the regional level? There is a great opportunity to do so by volunteering with SWASFAA! There are a few committees that are seeking for volunteers from Oklahoma. You or your school does need to be a current SWASFAA member, however, the dues are minimal compared to the benefits you and your school will have access to as members. For membership information go to... https://swasfaa.org/docs/members/memberbenefits.html. The committees needing help and their descriptions are listed below... The Annual Conference committee is charged with designing a conference program that will meet the professional needs of the SWASFAA membership. The conference will be November 7-9 in Little Rock, AR at the Doubletree by Hilton and Robinson Convention Center. Most of the committee meetings will occur via conference call throughout the summer and fall, but there will be a site visit to Little Rock planned sometime over the summer. Anyone interested in serving on the committee can contact Emily Patterson at epatters at uark.edu. The Local Arrangements Committee is charged with planning and executing the local arrangements of the SWASFAA Annual Conference. Anyone interested in serving on the committee can contact Emily Patterson at epatters at uark.edu. The Training and Continuing Education committee is charged with developing training opportunities for the Association. Do you like to present? Are you good at training? Then this committee is for you! All of the committee meetings and training events will be done via Zoom web conferences so there is no travel required. Anyone interested in serving on the committee can contact Melanie Rinehart at m.rinehart at sscok.edu. The greatest asset we have as professionals is each other! Please consider getting involved at either the state or regional level to strengthen your connections and build your network of professionals that you can lean on for guidance when the need arises.
