Subject: [Oasfaa] HB3592 amended in Senate committee

HB 3592 is the bill related to the return of OKPromise award funds when an OKPromise student withdraws from a course.  Yesterday, the bill was amended and passed in the Senate Appropriations Committee.  Sen. Jason Smalley, the Senate author of the bill (and strong supporter of OKPromise; he sponsored last year’s SB 529 that increased the application income limit for the first time in 17 years, repealed the unique college GPA award-retention requirements, extended use of the award to more career tech programs, etc.) offered the amendment after discussions with our office.  The bill now states:

“If a student withdraws from a class in which he or she has received an award from the Oklahoma Higher Learning Access Program, the awarded funds shall be returned to the Oklahoma Higher Learning Access Program.  The provisions of this subsection shall only apply to awarded funds when a student withdraws prior to the end of the add/drop period for the session in which the student is enrolled.”

This language is much different than prior versions of the bill.  We have worked with Sen. Smalley to try to make the new language consistent with institution fiscal/bursar policies and current OKPromise program procedures and guidance.  If you have concerns about this current language in the bill, please let me know as soon as possible.
