[Oasfaa] SSS grants

Does anyone have a form that they are using to council students who have an
overaward due to a late award from a SSS grant program on your campus.
Also, I would love to discuss how you deal with counseling them if they
have a balance in the business office.  We are having some contriversial
views on whether we can deduct tuition, fees etc from the grant aid.  We
always have since the beginning of the program over 16 years ago but....
