Right but if they aren’t selected for verif, how are finding them? Ours will just go thru and get packaged unless I run a report to find them and institutionally select them. We catch the ones the govt selects for verif.

I believe they should come in with the comment code of 361 - 368 that says the marital status reported does not appeal to match the filing status if their marital status doesn’t match their filing status.  My understanding is that we are encouraged to verify this information but it is not required. Thank you, ED. ☺

We treat it as conflicting information. We have a form where we ask them to verify their marital status, date, and filing status and then if their FAFSA is incorrect, then we have them update it.

On July 10, 2018, the Oklahoma State Regents for Higher Education will host our annual workshop to review the latest information regarding Oklahoma's Promise, Oklahoma Tuition Aid Grant, Academic Scholars, and other available State Regents' programs. We will be offering our "nuts and bolts" sessions geared toward newcomers and those in need of a program refresher. Also, there will be an OSRHE update from Bryce, information and training on the Financial Aid Report, as well as special sessions on OTEG and tuition waivers at state system colleges. We decided that we were finding errors with parent’s marital status too often just when students or parents would talk to us and usually after aid had already disbursed, so oftentimes we ended up pulling back aid, which no one likes.  So for the first time in 1819 we have written a popsel in Banner that batch posts what we call a marital status document (basically we ask them to clarify their marital status) anytime the tax filing status seems to contradict the marital status of the parent.  We are doing something similar with students as well.  So in addition to finding them when they are selected for verification, we find them this way as well.

So yes, we are doing some institutional selection to resolve what in many cases turns out to be incorrect information.  I don’t think it is necessarily conflicting information, but when we find out it’s wrong, we have to correct it, of course.  We are just being more proactive now than in the past in finding the incorrect information up front.  We have several hundred parents and several hundred independent students for whom we’re requested documentation.

We look for Comment Codes 361-364 for parents of dependent students and 365-368 for students.  These particular comment codes indicate that the tax filing status does not agree with marital status.  At TCC, we select these students for verification and ask for marital status documentation.  A couple years ago, the comment code guide indicated that resolution was required, now it just says that ED encourages schools to review the students record.  Below is a snippet of the 1819 SAR Comment Code guide.  We go back and forth on how much information we want/need to collect.  I tend to think that the discrepancy between marital status and tax filing status presents conflicting information that must be resolved which is why we select them the moment we receive the ISIR with any of the comment codes I mentioned.  We also found that just selecting them from the start eliminated the need to ask for additional information throughout the verification process.

I have 78 students on the report that I ran today. My question is, are any of you researching, institutionally selecting, or otherwise trying to resolve what I consider to be conflicting info? It's time consuming and of course, makes you the "bad school" if other schools don't resolve it, but I feel like it should be looked at to protect tax dollars for which these students are not eligible.

We do the same as TCC.   We ask for documentation if they have one of those
ISIR comment codes.

All,

Last November during the SWASFAA Conference, the SWASFAA Board met with
Justin Draeger regarding a proposed SWASFAA/NASFAA Regional Services
Model.  The SWASFAA region and the RMASFAA region are two of the struggling
associations regarding volunteerism and financial status.

The proposal from NASFAA is attached.  Shannon Crossland, SWASFAA
President, has made an attempt to meet with every SWASFAA State Board to
determine the pro's and con's of the proposal.  The OASFAA Board is now
bringing this to our membership for your consideration.  Please look over
the proposal as well as the notes from each state regarding issues and
concerns.  We value your input.  Shannon wants everyone to be completely
honest with any issues that anyone may have.

I am to report back to Shannon on June 26th.  Please send me any questions,

Last November during the SWASFAA Conference, the SWASFAA Board met with
Justin Draeger regarding a proposed SWASFAA/NASFAA Regional Services
Model.  The SWASFAA region and the RMASFAA region are two of the struggling
associations regarding volunteerism and financial status.

The proposal from NASFAA is attached.  Shannon Crossland, SWASFAA
President, has made an attempt to meet with every SWASFAA State Board to
determine the pro's and con's of the proposal.  The OASFAA Board is now
bringing this to our membership for your consideration.  Please look over
the proposal as well as the notes from each state regarding issues and
concerns.  We value your input.  Shannon wants everyone to be completely
honest with any issues that anyone may have.

I am to report back to Shannon on June 26th.  Please send me any questions,
concerns, comments by June 25th.  Please send them to

Subject: [Oasfaa] 2018-2019 OTAG Information - Good News!

The Oklahoma Tuition Aid Grant (OTAG) Award Payment Schedule for 2018-2019 is attached for your information.  Eligible students meeting the awarding criteria listed below can be claimed for payment of their OTAG awards upon the institution’s submission of a successful and timely award claim:
● EFC 1700 or lower
● FAFSA receipt date January 15, 2018 or earlier
The Award Payment Schedule reflects 5486 as the maximum eligible EFC, which is consistent with Pell in 2018-2019.  The maximum EFC primarily serves as a means to identify the total number of eligible students who could be awarded if sufficient funds were provided.
Also attached is a list of institutions that participate in the OTAG program and their flat-rate award amounts for 2018-2019 (one amount for full-time undergraduates and one amount for part-time undergraduates).  The amounts shown are for the full award year.
Important dates/deadlines that institutions and the State Regents’ office must meet are listed in the attached Timelines and Procedures for 2018-2019.  These have been established in an effort to maximize the efficiency of the administration of the OTAG program to best benefit students statewide.
These documents are being added to the OTAG information section of the Financial Aid Resources for Institutions website http://www.okhighered.org/admin-fac/FinAidResources/ .
Pre-populated OTAG Award Claim Forms for use by campus financial aid staff as “work copies only” are available now.  The actual Award Claim Form process for standard term fall semester disbursements will begin closer to the beginning of the fall semester, and more information in this regard will be forthcoming.
 Important Reminders:
*         OTAG recipients must be eligible residents of Oklahoma per the State Regents’ residency policy.  Appearance on a pre-populated claim is not intended to confirm Oklahoma residency.  Pre-populated claims are created by selecting otherwise eligible students that self-report Oklahoma residency on the FAFSA and also indicate intent to attend an eligible Oklahoma institution.  Non-residents and ineligible undocumented students may appear on pre-populated claims and should be removed per OSRHE residency policy.  The policy can be reviewed at http://www.okhighered.org/state-system/policy-procedures/part3.shtml .  (See 3.18 In-State/Out-of-State Status of Enrolled Students)
The student’s eligibility for the Deferred Action for Childhood Arrivals (DACA, administered by the U.S. Department of Homeland Security; see http://www.dhs.gov/deferred-action ) does not affect state aid eligibility at this time according to the OSRHE General Counsel’s office.  Many DACA eligible students receive a valid social security number for work purposes only and may believe they are eligible for aid.  DACA students filing a FAFSA are not eligible for OTAG and should be removed from the claim unless the specific requirements outlined in the Regent’s residency policy are met.  (See 3.18.6 (C)(4))
*         OTAG does not send award notices to students.  We are relying on institutions to include OTAG award information in their student award notices.  Please realize that if institutions do not include OTAG awards in their student award notification process, the students will receive no confirmation that they are receiving an OTAG award.  We’re counting on institutions to be the messengers.

  *   Other than OTAG’s Oklahoma residency requirement and the statutory limitations on the types of institutions that are eligible to participate, student eligibility requirements for OTAG are the same as student eligibility requirements for Pell.  Generally, if you cannot award Pell funds to a student for the payment period, you cannot award OTAG funds to the student.

  *   Remember the Regent’s residency policy change regarding military personnel remains in effect for all schools for 2018-2019.  There is immediate in-state status for all full-time active duty military personnel, spouse and dependent children stationed in Oklahoma.  Legislation now extends in-state status to certain veterans, spouses and dependent children as well.  ROTC participants are also now eligible for in-state status.  This makes these students eligible for OTAG if all other requirements are met.  If these students have listed a state other than Oklahoma on the FAFSA, they will not automatically appear on your pre-populated claim forms.  Please be sure to add these students to your claim.
