Following is the update for the last week of the legislative session.  On Thursday, May 3, the House voted 68-22 to approve HB 3592, the bill related to the return of OKPromise award funds when an OKPromise student withdraws from a class.  In the final version of the bill approved by the House, the requirement applies only to withdrawals prior to the end of the add/drop period.  The text of the bill is shown below and can be found at http://webserver1.lsb.state.ok.us/cf_pdf/2017-18%20ENR/hB/HB3592%20ENR.PDF.  The bills now goes to the Governor for consideration.  The Governor will has 15 days from the last day of the session (that should be May 19 since the session ended on Friday, May 4) to act on the bill.

On Monday, April 30, the Governor signed the state budget bill, SB 1600.  The only additional funding for higher education was $7.5 million to increase the reimbursement for statutorily-mandated tuition waivers for high school seniors taking concurrent enrollment classes at state system colleges.  The estimated costs of the tuition waivers for 2018-19 is $13.5 million and the current funding was only $2.7 million (20% funded; the colleges must absorb the remaining costs).  The $7.5 million increase will raise the reimbursement to $10.2 million (projected to be about 75% funding of 2018-19 costs).

Language in HB 3592:

SECTION 1. NEW LAW A new section of law to be codified in the Oklahoma Statutes as Section 2606 of Title 70, unless there is created a duplication in numbering, reads as follows:
A. If a student withdraws from a class in which he or she has received an award from the Oklahoma Higher Learning Access Program, the awarded funds shall be returned to the Oklahoma Higher Learning Access Program. The provisions of this subsection shall only apply to awarded funds when a student withdraws prior to the end of the add/drop period for the session in which the student is enrolled.
B. The Oklahoma State Regents for Higher Education shall promulgate rules to implement the provisions of this section.
SECTION 2. This act shall become effective November 1, 2018.

Appropriations

Senate Bill 1600 (Senator Kim David and Representative Kevin Wallace)  Appropriates $776,707,167 to the Oklahoma State Regents for Higher Education, which includes $7.5 million for concurrent enrollment. Total FY19 appropriations is $7,545,075,719, which represents a 10.92% increase from FY18 special session GA bill.

Agency Administration

House Bill 2911 (Representative Mickey Dollens and Representative Leslie Osborn and Adam Pugh) Creates the Work-based Learning Program coordinated by the Governor’s Council on Workforce and Economic Development to increase the number of registered apprenticeships and internship programs in the state to an aggregate of 20,000 by the end of 2020. Requires participating partners (State Department of Education, State Department of Career and Technology Education, and the State Regents for Higher Education) to provide time and expertise and to assist publishing an annual progress report showing each state agency's steps and accomplishments toward meeting statewide workforce goals.

Benefits for State Employees – Health & Retirement


House Bill 1340 (Representative Randy McDaniel and Senator Greg Treat) Puts out a one-time distribution of $1,000 to retired Oklahoma firefighters, police, justices and judges, Law enforcement, Teachers and public employees; requires all further distributions other than those defined by the provisions of respective retirement plans to be authorized by the legislature; makes all further such distributions be made no more frequently than once every 6 years.

Senate Joint Resolution 35 (Senator John Sparks and Speaker Charles McCall) Refers to a vote of the people for their approval or rejection the creation of the Revenue Replacement Endowment Fund to support the operation of state government. The fund would consist of annual deposits of at least five percent of the total collections of the gross production tax. The question would also create the Revenue Replacement Revolving Fund consisting of deposits from the endowment fund.
