As your Legislation Chair for OASFAA, I'll be bringing your attention to all things "Legislative" that may have slipped past you. (Well, not ALL things probably, but I'll send things when I remember.) Did you remember to change fees for any originated loans that had not disbursed? The new fees are Stafford Subsidized and Unsubsidized from 1.066 to 1.062 as of October 1, 2018. PLUS and Grad PLUS changed from 4.264 to 4.248. For loans that had not had the first disbursement prior to October 1, you must change the fees or COD will reject the disbursement when you do disburse the loan. I could get on my soap box about how ridiculous the October 1, 2018 date is but then we'd be opening a whole can of sequestration worms and noone wants/needs that today! For Banner users, there's a fairly easy way to fix all of your undisbursed (Is it undisbursed or nondisbursed? I don't know, but you get the point) loans at once. The fiscal year 2018 spending bill had allowed schools to share FAFSA data with scholarship providers and tribal organizations, also with the student’s written consent. The fiscal year 2019 spending bill expands that language to also allow an institution to share FAFSA data — with the student's written consent — with an organization "assisting the applicant in applying for and receiving Federal, State, local, or tribal assistance that is designated by the applicant to assist the applicant in applying for and receiving financial assistance for any component of the applicant's cost of attendance." NASFAA has advocated heavily over the past year for a solution to the FAFSA data-sharing issue, and most recently supported the inclusion of this provision in its July letter to congressional appropriations leaders. For whatever reason - years of "that's how we've always done it" logic, I suppose - we've collectively been operating under the assumption that records retention requirements dictate that the retention period is 7 years, not the 3 year minimum discussed in Volume 2, Chapter 7 of the FSA Handbook, starting at page 2-188. Even with reading the various start dates of the 3 year period, this almost seems to short. I realize so very many things are electronically captured, but is my paranoia showing? (HSC)) Date: Thu, 18 Oct 2018 18:11:40 +0000 Subject: [Oasfaa] The problems with PSLF Message-ID: In my opinion, it doesn't matter your political affiliation and whether you personally agree with the tenants of what Public Service Loan Forgiveness was created to do. It is a piece of legislation that became a promise to borrowers, that as long as they followed some rules (that I think we could all see had the potential to be confusing to implement and monitor from day 1) about repayment and employment, then the federal government would show its appreciation, if you will, for their work in those public service jobs by forgiving a portion of their loans. The last 10 years of repayment has been mishandled by ED and by the servicer to the point that it borders on fraud. When students borrow loans, they become consumers, and as consumers believing in the possibility of what PSLF could offer to their futures, they were misdirected at nearly every turn, leaving them with the gut-punch of no forgiveness. I usually try to avoid broad brushstrokes for pronouns with "they" this and that, but when 29,000 applications were submitted for PSLF and only 96 were approved, that's not a small cohort of students who simply didn't follow the rules. That's an administrative failure on the part of ED, and couple that with all the other deficiencies we've been seeing and dealing with over the years, ED needs to be held accountable. Unfortunately, accountability seems to be in terribly short supply these days. Pam McConahay, thank you for pointing out this article. It's worth the read if you hadn't seen it elsewhere. Characteristic Duties * Using Ellucian Colleague financial aid module and AR module, will assist students in completing their financial aid file and resolving their account balances * Professionally assist with FAFSA, helping students navigate completing the FAFSA; or troubleshooting rejected FAFSA's, C code FAFSA's or problems with the FSA I.D. * Professionally assist students with Inceptia to answer basic questions regarding verification * Remain knowledgeable for basic information regarding Federal loans, and private loans; in order to assist with completing the Master Promissory Note and Entrance Loan Counseling * Remain knowledgeable of TU Scholarship requirements in order to assist the students with their understanding of renewal of these funds * Remain knowledgeable of TU's payment plan options and Bursar's policies to assist students with payment in order to continue enrollment * Run and work Informer reports that will identify populations of students needing assistance in the above areas * Performs other duties as assigned by the Director of Student Financial Services and Bursar Minimum Qualifications Bachelor's Degree; a working knowledge of federal and state financial aid programs; the ability to maintain confidentiality standards of the department, and have excellent customer service skills; ability to run and work Informer reports Preferred Qualifications Experience in a Student Financial Aid Office/Bursar or related financial aid field; working knowledge of Colleague Information System Application Information The University of Tulsa seeks to recruit and retain talented students, faculty and staff from diverse backgrounds.
