The bill now heads to President Donald Trump to be signed into law. Trump last week sent a tweet expressing his support for the bill and is expected to sign it. A House bill that would fund Minority-Serving Institutions (MSIs) and allow for direct data sharing between the Internal Revenue Service (IRS) and Department of Education (ED) is quickly advancing through Congress. On Tuesday afternoon, the House overwhelmingly voted to move forward with its Fostering Undergraduate Talent by Unlocking Resources for Education (FUTURE) Act after Senators passed an amended version of the bill late last week. It will now return to the Senate for a final vote. NASFAA over the weekend asked members to contact their representatives in the House to urge them to support the amended bill for its potential to greatly reduce verification burden and improve the federal student aid system for students and borrowers. NASFAA also signed on to a letter with more than 40 other higher education groups ahead of the House vote Tuesday. Following the Senate's vote on the bill last Thursday, the House made some small changes to the bill, which Sen. Lamar Alexander (R-Tenn.), chairman of the Senate Health, Education, Labor, and Pensions (HELP) Committee, and Ranking Member Sen. Patty Murray (D-Wash.) helped to negotiate, POLITICO reported. The most significant change concerned the issue of consent. FAFSA applicants and borrowers in income-driven repayment (IDR) plans or applying for total and permanent disability (TPD) loan discharges must provide approval for the direct data sharing between the IRS and ED. While borrowers in IDR or applying for a TPD discharge are allowed to opt out of the data sharing, FAFSA applicants must consent to the IRS/ED data sharing or their FAFSAs will not be processed and they will be ineligible to receive Title IV aid. The House passed the FUTURE Act by a vote of 319 to 96. Alexander said Tuesday during a press conference for the bill that he believes Trump will sign it by the end of the year. If you have never volunteered before, or it has been awhile, the SWASFAA Board is always looking for new perspectives, so we would love to slot you into a volunteer position. This committee is required to have representatives from each sector. - An OASFAA master calendar was created on Google calendars to help the BOD organize and meet deadlines. - It was confirmed that the OASFAA listserv members are only OASFAA members (ie. there is no FSA, Dept of ED or NASFAA employees on the listserv) so users can feel comfortable in asking their colleagues questions through the listserv. - The OASFAA website has been updated with past year's award winners. - The Long Range Planning committee submitted recommendations for a mission statement, vision statement and strategic goals for OASFAA and they were approved. They are: o Mission Statement: OASFAA promotes the professional development of student financial aid administrators, assists in the development of student financial aid programs for post-secondary students in Oklahoma, and facilitates communication between institutions and the sponsors of financial aid funds. o Vision Statement: OASFAA will serve as the primary resource for financial aid training in the state of Oklahoma. o Strategic Goals: 1) Improve member engagement; 2) Increase volunteerism; 3) Develop a long-term plan for ensuring the fiscal health of the organization - The OASFAA BOD will also be looking at the association's governing documents for any possible changes that might be needed. - There was a lot of discussion on the conference. The dates are April 1st - 3rd, 2020 and it will be held at the Reed Center in Midwest City. I don't want to give away any of the juicy details just yet so stay tuned for more details. December 17th meeting - - Lori Deardorff regretfully resigned from her committee chair positions. Since there were already co-chairs in place, they will assume full committee chair responsibilities and continue the committee's work. - The Advisory Committee is still in need of a representative from a private institution... if you're interested, contact Melinda Simpson at msimpson at matech.edu. - The new website is currently being worked on. More information will be coming soon. - Again, there was a lot of discussion on the conference. It was decided to have a Pre-Conference as before and the NASFAA Verification credential is being looked at as the topic. It was determine to leave conference rates the same as last year. A theme was chosen and the non-profit was selected to receive the proceeds from the basket raffle. The program is coming together and some really exciting sessions are planned. Lots of busy bees working on décor, entertainment and menus. It will definitely be a must go event for us all! Be sure you put it on your calendars! - The 2020-2021 OASFAA Officer ballot is still in the process of being filled. If you're interested in running for a position on the OASFAA Board, we are always in need of volunteers. We have a student that came in and needs a loan to pay the rest of her bill for fall. Our fall term is over so I can not originate a fall only loan. My issue is she received an additional scholarship in the spring so she only has unsub eligibility for the spring but she had sub eligibility for the fall. Since I can only do a fall/spring loan and she can't have a sub in the spring, can I do an fall/spring usub for the year even though she was eligible for a sub in the fall. (I can not get her enough money with a spring only loan.) Suggestion??
