We've seen a few articles floating around with these claims, but I've told him I don't see any stretch of the imagination that would allow this using the STUDENT grant portion. Everything I've read continues to insist that a student must give permission for a school to apply the funds to their balance and must be notified of their right to receive a check. He continues to ask me to research how schools are doing this... my guess is that they are calling it lost revenue and using the institutional portion?? Would anyone else agree? I don't see that the student portion can be used in this "automatically wiping balances" manner, but am I missing anything other schools have found? I'm realizing that a lot of our local schools start next week and the letter from the State Superintendent outlined that eligible students should receive their first amount at that time. In re-reading the letter I understand it to read that the initial incentive is a "Student Teaching Incentive Scholarship" so I take that to mean we will apply it as a scholarship to pay to the student account. The second portion being a "completion stipend" seems it will be a check cut directly to the student if they submit the required documentation? Can anyone let me know the processes they have in place for this? Am I understanding correctly that this first half should pay as a scholarship and count towards the students budget and need components? If so, I'm assuming I can get a list of the students our Education Dept submitted and go ahead and apply a scholarship to pay and when the check comes in the University will be reimbursed at that time? Everything I've read continues to insist that a student must give permission for a school to apply the funds to their balance and must be notified of their right to receive a check. He continues to ask me to research how schools are doing this... my guess is that they are calling it lost revenue and using the institutional portion?? Would anyone else agree? I don't see that the student portion can be used in this "automatically wiping balances" manner, but am I missing anything other schools have found? The first notice encourages institutions to apply for additional funds that meet certain criteria as a Strengthening Institutions Program (SIP). The second notice is an invitation for schools that meet criteria under the Minority Serving Institutions (MSIs) Program to apply for newly available supplemental funding that will also aid in pandemic-related expenses. The first announcement explained how 2021-22 supplemental award funds for each of the campus-based programs will be distributed and how schools will be notified of supplemental awards. Other than funds distributed through the supplemental process described in this announcement, ED does not anticipate that any additional campus-based funds will become available for the 2021-22 award year. The second alert served as a reminder of the upcoming deadline for submitting the Fiscal Operations Report for 2020-21 and the Application to Participate for 2022-23 (FISAP) for the campus-based programs.
