Following are some important points about the changes beginning with the Fall 2022 semester. * The new Oklahoma National Guard Educational Assistance Program (Program) will replace the previous Oklahoma National Guard Tuition Waiver program beginning with the Fall 2022 semester. * The expanded educational benefits under the new Program cover tuition, mandatory fees, and academic service fees for up to 18 credit hours per semester. Benefits for undergraduate programs are limited to a maximum of 120 credit hours. Benefits for graduate programs leading to a master’s degree are authorized for up to a maximum of 40 credit hours. * As discussed below, state funding for the new Program was not included in the state appropriations to the higher education for the FY2023. However, the State Regents and the Oklahoma National Guard are working with legislative budget leaders (see attached letter) to secure funding to reimburse institutional costs of the Program for the Fall 2022 and Spring 2023 semesters when the Legislature convenes its regular session next February. * The new Program is intended to reimburse institutions for the full cost of the expanded educational benefits rather than the partial reimbursement structure under the previous tuition waiver program. I hope everyone is surviving the back to school madness. I am wondering if anyone in the group can speak to having nonterm programs. Our University is considering a potential calendar shift that would cause us to have overlapping terms and, therefore, nonterm programs. I have never dealt with this before. My concern is that this is going to be a very difficult shift for us and that our system (we are a Banner school with zero customizations) is not going to handle the nonterm setup very well. It is my understanding, that nonterm becomes very manual and aid is disbursed on more of a student-by-student basis as they progress... Right now, we have everything very automated and I worry about taking a step backwards. I don't know if this is accurate, but I've been told that since we have no customizations to Banner, it will likely not handle a nonterm setup well. I have a meeting tomorrow to attempt to further discuss this. My plea is if any of you have experience with nonterm and can help me put together a better case for why this would be a bad move for us, can you send me your experience? I am worried about my staff and attempting to make this shift with limited resources. I think this would be a bad move for us, but I need more information to make that case. My administration continues to say, "other schools are doing it" as their defense. If you are doing it, is it working well?? I appreciate any input that might help me! I hope this finds you all doing well. Or more realistically, that you’ve survived the onslaught that is a “regular” August. Add to that the calls I’m sure you’re getting with the loan cancellation news, and man! Why don’t you go ahead and take Monday off to relax with a 3 day weekend? 😉 If you’ve ever considered advocacy work to speak directly to the policy makers who impact our work, the programs we administer, and the students who are so dramatically impacted by them, NASFAA’s Advocacy Pipeline is the perfect way to get started. If you are selected, you will work with NASFAA staff to either visit DC and do advocacy work face to face, or to do the same work but in a virtual format. If you were unaware before, I’ve got to think that last week’s announcement makes you understand that we truly are on the front lines of this work in higher education. Given our perspectives, our legislators and their staffers need to hear from us! Advocacy work is important work, but it doesn’t need to be intimidating! I’ve had the privilege of doing quite a lot of this, and I have enjoyed every second of it, and I know you will too. I’m happy to answer any questions you might have, and I know others who have had similar opportunities are as well. As you may know, NASFAA’s Advocacy Pipeline program is an ongoing effort designed to bring NASFAA members to D.C. to interact with policymakers. We will soon be returning to both in-person and virtual pipelines, to best accommodate both participants who would like to attend meetings on Capitol Hill as well as those who are not able to travel to DC but would still like to be involved in advocacy. As we return to in-person pipelines for the first time since the onset of the pandemic, we are making a push to find new volunteers who would be strong advocacy pipeline participants. In the past, NASFAA members have indicated their interest in participating in an advocacy pipeline by submitting a form on our website. While this form will remain on the website and continue to be a resource in the selection of pipeline participants, we also know that some NASFAA members with a strong interest in advocacy are not aware of the program or haven’t yet found a way to become involved in NASFAA. That’s where you come in! To help engage up and coming financial aid administrators and ensure the advocacy pipeline program is reflective of NASFAA’s diverse membership, we have two requests for state/regional leaders: 1. Share the names of individuals from your state/region that you think would be strong advocacy pipeline participants by submitting this form. You should feel free to share with us any names that you think would be a good fit, but we encourage you to consider nominating individuals such as those who may be newer to the financial aid profession, are active in state/regional associations but haven’t had the opportunity to get involved with NASFAA yet, or simply have an interest in advocacy but don’t know where to start.
