After reviewing the two programs, here are the recommendations of the Advisory Committee... 1) OHLAP itself is a resource and would be counted against any unmet need in determining eligibility for a subsidized loan and for campus based programs. OHLAP, when combined with all other aid, should not exceed the cost of attendance. 2) OHLAP-Plus is funded by federal GEAR UP funds and the Federal Register (Vol. 65/No 82/April 27, 2000/p. 24760) identifies that these federal GEAR UP grants can be used to replace the EFC just like an unsubsidized loan. The Advisory Committee hopes this clarification helps. If you want a copy of the federal register, you may contact me and I will forward a copy of it to you for your files. Due to the enrollment growth in OHLAP, the available federal GEAR UP grant funds will not be sufficient to award OHLAP-Plus to all OHLAP students that receive a Pell Grant. Beginning fall 2002, OHLAP-Plus will be awarded only to OHLAP students receiving a Pell Grant with an EFC (Expected Family Contribution) of $1,000 or less. * Fall 2002/Spring 2003 - The student must receive a Pell Grant for the same semester that OHLAP-Plus is claimed and have an EFC of $1,000 or less. An otherwise Pell-eligible OHLAP student who has been suspended for federal financial aid purposes is not eligible for OHLAP-Plus. * Summer 2003 - The student must have been eligible to receive OHLAP-Plus in the Fall 2002 and/or Spring 2003 semester and have an EFC of $1,000 or less. We will be notifying current OHLAP college students about this change by mail. We hope this mailing will reach all OHLAP students, but we know we may not have the most current address for every student. Any assistance in helping us inform OHLAP students on your campus of this change would be greatly appreciated. The report was delivered today to the offices of the Governor, House Speaker, and Senate President Pro Tempore. The Task Force was created by SB 149 of the 2001 legislative session. The legislation called for the Task Force to evaluate the effectiveness of Oklahoma's student aid programs toward the goal of increasing the number of college graduates in Oklahoma. The Task Force met during the legislative interim period and produced the attached report of findings and recommendations. Thanks go to OASFAA members Dean Fisher (Rose State), Matt Hamilton (University of Oklahoma), and Janet Dehnert (NHELP) for their work as members of the Task Force.
