[Oasfaa] Tuition waiver for children in welfare custody

I received a call from a representative of the Child Welfare Services who 
said she had heard of a tuition waiver program administered through the 
state for the benefit of children who are in the custody of child welfare 
services.  I have never heard of a program like this in the state of 
Oklahoma and was wondering if there is anyone out there who is familiar 
with a program of this nature.
