I think this may help many of you when trying to determine what to do with these funds and how they relate to the R2T4 calculation. Thanks Pam, for your help! 1. If the student has OHLAP and/or OHLAP PLUS funds on their award record but withdraw within the first 2 weeks of the semester (the 100% tuition refund period), both awards should be zeroed out and should not be counted in the R2T4 calculation as "aid disbursed" or "aid that could have been disbursed". These students should be added to the page of "Students enrolled by not receiving funds." 2. If the student has OHLAP PLUS funds and withdraws after the tuition refund period, include OHLAP PLUS as either "aid disbursed" (if the $ has been received) or "aid that could have been disbursed" ($ not received yet) under "Other Title IV programs" in Step 1 of the R2T4 worksheet. The institution will have already invoiced the Regents for the OHLAP PLUS and the student is eligible to receive the $ when it arrives as a postwithdrawal disbursement (if he didn't receive the $ before he withdrew). We will not necessarily return all of OHLAP PLUS, the student may be entitled to keep part of it. 3. OHLAP PLUS is considered part of the "Other Title IV programs" in Step 6 and Step 7, and is the last program in the school or student sequence to be repaid. In Step 7, like Pell Grant & SEOG, the student would only be required to repay 50% of the calculated repayment amount because OHLAP PLUS is a grant. OHLAP: Remember, OHLAP does not enter into the Return of Title IV funds calculation. The entire funding of OHLAP is from state funds and is not considered in the R2T4 calculation. The amount of the OHLAP award is based on the actual amount of tuition the student paid. Students who withdraw during the 100% refund period don't pay any tuition and therefore have no eligibility for OHLAP. Students who withdraw after the tuition refund period still pay the entire amount of their tuition, so the OHLAP award is still valid. OHLAP PLUS is from federal Gear Up funds; Gear Up is a Title IV program and is therefore included as an "other Title IV program" in the calculation UNLESS the student is withdrawing in the 100% refund period. Like OHLAP, OHLAP PLUS is based upon the actual amount of tuition the student paid, and like OHLAP, the student has no eligibility for OHLAP PLUS if all of his tuition has been refunded. SWASFAA sponsors the NASFAA Training Series in our region, providing the funding for trainers to participate. We originally planned the training for October 23 until the videoconference was announced for the 24th. Knowing that many of you have Fall break the prior week, we didn't think it was practical for you to be gone to the training workshop on the 23rd and also take time out the next day for the videoconference. That's why we moved the whole shebang to Moore-Norman on October 24, so you could get more bang for your buck and only be out of the office one day. We've asked NASFAA to correct their website, but until they do, just know that OCTOBER 24 is THE day and Moore-Norman is THE place. (Be there or be square!) Many schools will notice that their 2002-2003 award volume is still down when compared with last year, signifying that there are possibly additional students meeting the awarding criteria that could be considered for awards if their "packaged" status were reported to OTAG.
