&#8211; changes the income counted for the 2<sup>nd</sup> income limit applied
at the time the OKPromise student begins college from all &#8220;taxable and
nontaxable&#8221; income to &#8220;federal adjusted gross income.&#8221;&nbsp;

The bill passed both the Senate Education Committee and the Senate
Appropriations Subcommittee on Education (the bill was double-assigned to two
committees) and will next go to the full Senate Appropriations Committee.&nbsp;
Sen. Ford has also indicated that he plans to add language to this bill that
would delay the implementation of statutory OKPromise college GPA requirements
(which include a 2.5 GPA requirement for courses taken as a junior and above that
we project could eliminate the award for about 18% of OKPromise college juniors)
until 2012 so that the requirements don&#8217;t apply to students that were
already enrolled in the program before this new law was passed.<o:p></o:p></p>

care facility (like the Tipton children&#8217;s home, Baptist children&#8217;s
homes, etc.) to enroll in the OKPromise program in the 8<sup>th</sup>-10<sup>th</sup>

institution if the student is a US citizen and has a grandparent that is a
resident of Oklahoma (and US citizen) who has filed a tax return with the
Oklahoma Tax Commission for the ten (10) years prior to the student&#8217;s
