in 1992 and the theme is “25 Years of Keeping the Promise”. Some of you will remember that during the 10<sup>th</sup> year anniversary of the program in 2002, OASFAA presented the Student Financial Aid Partner Award to State Senator Maxine Horner of Tulsa,
the legislative author of the original Oklahoma’s Promise bill (then known as the Oklahoma Higher Learning Access Program or OHLAP).<o:p></o:p></span></p>
