<p class="MsoNormal" style="mso-margin-top-alt:auto;mso-margin-bottom-alt:auto">“The cumulative amount of a transfer exceeds or is expected to exceed 10 percent of the total budget, including cost share, as last approved by the Federal agency.”<o:p></o:p></p>
<p class="MsoNormal" style="mso-margin-top-alt:auto;mso-margin-bottom-alt:auto">For a Department of Education multi-year award, how should we determine the “total budget” for purposes of calculating the 10 percent threshold?<o:p></o:p></p>
<p class="MsoNormal" style="mso-margin-top-alt:auto;mso-margin-bottom-alt:auto">For example, consider a 5-year grant with an authorized budget of $100,000 per year. We are currently in Year 2. Should the 10 percent limit be based on:<o:p></o:p></p>
