<p class="MsoNormal">“The cumulative amount of a transfer exceeds or is expected to exceed 10 percent of the total budget, including cost share, as last approved by the Federal agency.”<u></u><u></u></p>
<p class="MsoNormal">For a Department of Education multi-year award, how should we determine the “total budget” for purposes of calculating the 10 percent threshold?<u></u><u></u></p>
<p class="MsoNormal">For example, consider a 5-year grant with an authorized budget of $100,000 per year. We are currently in Year 2. Should the 10 percent limit be based on:<u></u><u></u></p>

The annual authorized amount ($100,000 x 10% = $10,000),<u></u><u></u></li><li class="MsoNormal">
