The guidance to Federal agencies includes a Frequently Asked Questions (FAQ) is available at: http://www.whitehouse.gov/omb/memoranda_default. Section II of OMB Director Jacob Lew's memorandum to Heads of Departments and Agencies (M-11-13, April 7, 2011) addresses Questions and Answers on Contracts & Grants (page 6+). The Memorandum states "In the situation in which performance under an already-issued contract or grant is not impacted by such a lapse (as described in the memorandum), the contractor or grantee may continue to proceed with its work during the lapse period. " It is important to note that agencies have the discretion to halt activity on individual grants or contracts but the grantee/contractor would be notified by the agency and normal termination provisions would prevail. This memorandum is designed to address activities conducted by Federal employees. Generally, Federal employees will not be conducting routine activities in oversight, inspection, accounting, administration, etc. No new grants or contracts will be issued. According to OMB, grantees can continue to drawdown funds on letters of credit for already issued grants during the shutdown. The PMS and ASP system will continue to function. Grants.gov will continue to operate. However, these systems will operate with limited capacity - help desks and administrative support activities will be significantly reduced. We will continue to review and evaluate the Memorandum and provide additional general observations and understandings to the membership. Agencies have begun to post their plans to their websites and issue notice and guidance to their awardees. COGR sent an email to the membership describing the OMB guidance to agencies on Thursday. The OMB general guidance is available at: http://www.whitehouse.gov/omb/memoranda_default. The Department of Health & Human Services (home to the National Institutes of Health) and the National Science Foundation have posted their agency plans to their websites - HHS Fiscal Year 2011 Contingency Staffing Plan for Operations in the Absence of Enacted Annual Appropriations at: http://www.hhs.gov/about/shutdown/index.html ; and NSF at: http://www.nsf.gov/pubs/2011/shutdown11001/shutdown11001.pdf. Additional guidance from NSF for grantees and contractors is attached here. Other agencies are sending notices to awardees and/or posting information to their websites. What's common is that unless you hear directly from the agency, grantees and contractors should continue working on currently funded projects. For those agencies that use local electronic systems (not Grants.gov) for applications, submission of progress reports, requests for payments, etc., those systems generally will not be available during the shutdown. Thus, Grants.gov will be available but most other, local systems (including those that link to Grants.gov) will not be available. Fastlane will not be available. NSF will issue guidance about submitting applications to programs with deadlines during the shutdown AFTER the shutdown. Unless you're using HHS Payment Management System (PMS) or Treasury's ASP which are available during the shutdown, payments to grantees will not be processed or payments made until after the shutdown. No new grants/contracts will be issued during the shutdown. As you think about what to expect during a shutdown, any activity - payment, issuing an award, etc. - that requires an action by a Federal employee - payment approval, issuing a notice of award, etc. - will not likely occur. Activities that can continue without an employee's action can continue. Thus, in terms of payments, those that are entirely automated or support critical or essential programs - HHS's PMS supports a variety of payments made by the agency including health service centers, Medicare, etc., will remain available. In terms of reporting, FederalReporting.gov will be available so you can continue to do your ARRA reporting and the FSRS.gov system for FFATA subrecipient reporting will likely be available as well. But NSF will not be issuing payments during a shutdown because the payment system is unavailable. Nonetheless, your award notice is a promise to pay and payments can be anticipated when Federal employees return to work. We are reviewing other agency plans and these approaches are consistent. Agencies can stop work on cooperative agreements, contracts and some grants if the participation of a Federal employee is essential and that employee is unavailable. Similarly, work can be stopped if the funding stream allocated to the award is dependent on the passage of the FY 2011 budget. Some institutions have received messages warning them that stop work orders may be issued. Such a warning is an alert. Agencies must provide a stop work order to halt activities on individual projects or contracts. We will continue to monitoring the agencies for any changes. If the shutdown last for a long period of time, some of the current plan elements may change. We've tried to be cautious throughout the confusion concerning a possible government shutdown. Absent official announcements, we have avoided speculating on what would happen and tried to confirm any information we provide you. We will continue to maintain that approach. She grew up taking piano and art lessons and wanted to figure out how she could have a career in the arts. So she decided to study arts management at the University of Tulsa and complete additional course work for a certificate in nonprofit management. "It just kind of made sense," she said. "I knew there was a possibility to go into another field and make more than I would in the arts, but I knew it wouldn't be something that would make me happy." A career in the nonprofit world might sound like a tough sell for students looking to get out of college and make money. But those who want career fulfillment in a job that allows them to give back are gravitating toward a new program at TU. Students can opt to add a certificate in nonprofit management to their degree through coursework and volunteer requirements. They study how business concepts apply in a nonprofit context and learn the basics of building and operating nonprofit organizations. Hui will graduate in 2012. This summer, she's headed to London to gain hands-on experience helping manage a theater. "Part of it is just opening your eyes to see that nonprofits really have a place within the business world," she said. "A lot of the business practices that are important in for-profit industries, those same business principles are important to success in both worlds." Studies have shown that students in Hui's generation want more than a job when they graduate - many want careers with value beyond dollars. "What we're seeing is a change in terms of the meaning of work and where people find fulfillment and such," said Ralph Jackson, chairman of TU's managing and marketing department, who oversees the nonprofit management certificate program. "There for a while, you worked to be able to play and make money. Now people want to be able to do self-fulfillment through their work." The George Kaiser Family Foundation partnered with TU to launch the program a few years ago, to stimulate volunteerism and interest in social service. The first students to complete the certificate will graduate next month. Students in the program learn to appreciate the growing role of nonprofit organizations as well as their importance to the health of society, Jackson said. Earning a certificate in nonprofit management could give graduates an extra edge in the workforce. The nonprofit sector has experienced growth, even during the economic downturn, Jackson said. Melody Tangyunyong will graduate in May with the nonprofit certificate added to her business management degree. She won't have to look for a job, though. She already has one lined up with a local event-planning and public relations firm. Studying the business principles and law related to running nonprofit groups has helped her learn how they work, an experience that's helpful in a job where she's worked on events and fundraisers for hospices and hearing assistance groups. "They still want to bring in money, but that money is going toward a different cause," she said. Nationally, more companies are finding ways to incorporate volunteering and philanthropy into their employees' work life, Jackson said. "It's a real motivator for employees," he said. "They want to make a living, but they want to make a contribution and want to do a job that's meaningful." It's especially popular among millennials, or "generation Y," in the workforce, if for no other reason than the fact that most had to spend a significant number of hours volunteering to get into college, Jackson said. They've built Habitat for Humanity houses, collected shoes for the poor, worked in soup kitchens - and they want to continue giving back as they enter the workforce, he said. "The kids that seem to be buying into this are some of our brightest students," he said. "If they have an opportunity to go work for a company that is doing something special and extra, they want to do that - even the kids going to work at for-profit businesses." Public service efforts. University of Tulsa students produced an award-winning series of public service announcements to call attention to Oklahoma's No. 1 ranking in female incarceration per capita. Students visited the Eddie Warrior Correctional Center during a Girl Scout meeting and interviewed inmates for the project, which recently won a Tulsa Addy award in the student division. Blake Marfechuk, a TU marketing and film student, and Studio Blue, the student agency in the Collins College of Business, received the awards. Charlie Wood, a professor in the Collins College of Business, said many students are combining their work in the nonprofit certificate program with projects at Studio Blue in the interest of public service and philanthropy.
