We have concluded that there are two options for all higher education institutions in Oklahoma to meet the NIH and NSF requirement for Responsible Conduct of Research training for students and postdoctoral researchers on their campuses. (See the attached documents: NIH UPDATE ON THE REQUIREMENT FOR INSTRUCTION IN THE RESPONSIBLE CONDUCT OF RESEARCH and NSF RESPONSIBLE CONDUCT OF RESEARCH TRAINING REQUIREMENT). The options are the following: (1) Participate in the OSRHE training at no cost to the institution, except transportation and food for students to Oklahoma City. (2) Create a campus-based program on your own to meet the requirements set out by NIH and NSF. (Consultation will be available from OSRHE.) It will not be acceptable for you to continue to function with NSF grants or NIH grants (including the INBRE program grants) without providing training for all your graduate students, undergraduate students and post doctoral fellows who benefit from these grants. We believe that this training is of high value in all degrees. We further believe that more federal research agencies will require such training. OSRHE TRAINING To initiate the initiative of helping all campuses be in compliance for required RCR training, and in effect helping campuses obtain more grants for research and development, the Oklahoma State Regents will provide training for campuses once each semester (Fall and Spring) at no extra cost to the campuses (except student travel and food) with no limit of the number of students involved. Those campuses who have confirmed that they will be part of this training event include: Tulsa Community College - tentatively yes Redlands Community College - tentatively yes Cameron University - yes University of Central Oklahoma - yes If you are planning to take part in the OSRHE offered training, please let me know before September 15, 2011. Please designate a contact person responsible for the records of the student participants in the OSRHE training. It is expected that each campus that participates in the training will provide a follow-up series of custom tailored sessions on the campus led by the participating students' researcher mentor faculty member(s). I will work with each of the faculty members to help plan such follow-up sessions if you wish. We will need to communicate before the training. Students will be enrolled by a contact person on the campus by a deadline date to be announced. Each session will be limited to 25 students, so there may be several days of training depending on the number of students to be enrolled. Faculty will be encouraged to attend, also. Curriculum Resources used are from university websites of project materials funded by NSF and NIH for resource development for Responsible Conduct of Research. The curriculum will include 7.5 hours (9:00 am to 4:30 pm) of training focused on ethical decision-making units organized around the following subjects: (1) Research Misconduct, (2) Human and Animal Research, (3) Data Management, (4) Conflict of Interest, (5) Collaboration, (6) Mentoring, (7) Authorship, (8) Peer Review and (9) Oklahoma Ethics Commission. (You may have a copy of the curriculum on request.) Methodology (1) Students will be given homework to read the ethical standards of their disciplines in advance of the training workshop. (2) A short review of the standards will be provided at the beginning of the workshop. (3) All units will involve discussions of case studies, taken from free resources provided by NSF and NIH. Some case material will be in written form, some will be videotape, and some will be in role play sessions. All case studies will include the same discussion questions for all students. All students will be encouraged to participate, and records will be kept of student participation to ensure total involvement. (4) Experiential discussions about ethical decision making will be provided by some faculty members and a representative of the Oklahoma Ethics Commission. I look forward to hearing from you before September 15. When I hear from you, I will begin to schedule the dates for the training. Thank you for your response. Linda Mason, Ed.D. The 2012-2013 Elementary and Secondary Education Act (ESEA), Improving Teacher Quality Request for Proposal (RFP) is now posted at http://okhighered.org/itq/2012.shtml. PLEASE NOTE: In this website, you will find the RFP, required appendices, resources and additional links about the ESEA reauthorizing status. THE KEY COMPONENTS: * RFP is in downloadable PDF format. * Appendices are in secured MS Word, Filling in Forms format. * Please note that you must recruit teachers from high-need LEA: o A high-need local education agency (LEA) is a public or private school district or agency that meets both poverty constraints set forth by the census bureau and highly qualified status set forth by the Oklahoma State Department of Education. The most recent high-need LEA template is on our website, but as of now only 2009-2010 highly qualified list is posted. I am still waiting for the SDE to provide the new list. In the mean time, if you have any questions about highly qualified status of a school, please refer to the School Report Card and/or communicate directly with the school leadership staff to document the HQT status of that school. * Every year, the sub-grant type must reflect the need of the school districts and the state. Three types of awards: A, B and C, are available this year. * Please read the submission requirements carefully. Proposals that do not satisfy the submission requirements will not be forwarded to a panel review process. o Note - the proposal submission deadline is October 13, 2011 (see the RFP, page 13). o Note - the proposal submission process (see the RFP, page 13). * The Technical Assistance Meeting will be held on Wednesday, September 7, 2011, 1-3 p.m. at the offices of the State Regents in Oklahoma City (map is attached). It will not be acceptable for you to continue to function with NSF grants or NIH grants (including the INBRE program grants) without providing training for all your graduate students, undergraduate students and post doctoral fellows who benefit from these grants.
