Last year at our first Oklahoma Mentor Day at the State Capitol, we had three university mentors honored, one from administration/academics and two from academics: Jennifer Holland, Cameron ; David Tarpenning, OU; and Dr. Andrea Holgado, SWOSU, respectively. By the way, their students actually started the process, but we did have some support statements from colleagues. We are unsure how to spread the word more widely among the universities and colleges. Perhaps you will have some ideas. If you wish, feel free to send this out to various groups which might be interested. This award has no monetary prize as does the Oklahoma Foundation for Excellence's Circle of Excellence Awards each spring, but the opportunity to honor someone who has helped collegians of various ages is still important. Under its formal name, ?Uniform Administrative Requirements, Cost Principles and Audit Requirements for Federal Awards,? the guidance is available at http://www.ofr.gov/OFRUpload/OFRData/2013-30465_PI.pdf. The final guidance will be published in the Dec. 26 Federal Register. As of this writing, the registration link was not yet active. The guidance combines requirements from eight OMB Circulars A-102, A-110, A-21, A-87, A-122, A-89, A-133 and A-50. Agency regulations based on the new guidance are to be effective Dec. 26, 2014, unless different provisions are required by statute or approved by OMB. One key provision in OMB?s proposed grants reform from this past February appears to be deferred. Due to stakeholder concerns about implementation, OMB opted to postpone a decision about reducing the number of compliance requirements in the OMB Compliance Supplement from 14 to seven. This provision, therefore, does not appear to be part of the new guidance, but will be re-evaluated for future updates to the Compliance Supplement. The first 120 pages are a preamble that summarizes the Final Guidance. The actual guidance begins on page 121. Per OMB, Please visit www.cfo.gov/cofar (which will be updated after publication tomorrow) for more information and to register for the webcast. Questions may be submitted to COFAR at omb.eop.gov 4) The guidance is labeled as ?Final Guidance?. In the COGR Update that you received yesterday, we anticipated that the guidance would be ?Interim Final Guidance?, which would have allowed one more opportunity to comment. As ?Final Guidance?, this is not the case. However, we expect (hope) to have opportunities to address concerns with OMB and other federal officials prior to the effective date. 5) Per pages 36-37, the ?Effective Date? will be: ?? one year from the publication of this final guidance ? this guidance will be in effect for all Federal awards of funding increments after the effective date.? In other words, based on a December 26, 2013 Federal Register publication date, the Final Guidance will be effective on December 26, 2014. Also note per page 37, ?The COFAR further recommended that provisions of Subpart F - Audit Requirements be effective for non-Federal entity fiscal years beginning on or after the effective date of this guidance.? Each year the Keck Geology Consortium has undergraduate research opportunities for approximately 51 undergraduate students in a wide variety of geological/environmental science sub-disciplines and locations. Funding for this program comes from the NSF-REU program and the 18 member institutions; NSF funding is pending. The Consortium is committed to accepting up to 30% non-Keck Member school students (15 slots). The students should be current juniors (seniors in 2014-2015) and US citizens or permanent residents.
