I just wanted to take a brief moment to provide an update on the SBIR/STTR program. The Federal Government shutdown is affecting the SBIR/STTR program. At the moment the Federal Government shutdown is impacting the SBIR/STTR program. Currently the IRS EIN registration site is operational, as is the site to receive a DUNS number, though it is unclear if the requests are actually being processed. Grants.gov, and SAM are available, but not being updated. Registration sites for NSF and NIH (eRA Commons and FastLane) have shut down. We do not yet know if this will have an impact on the December deadlines (NIH and NSF), but we will keep you apprised of the situation. If you have any questions, please do not hesitate to contact me. Now is the time to begin work on your NIH or NSF SBIR proposal. NIH and NSF deadline are December 5thand December2ndrespectively. NIH has a broad topic simply related to health. NSF has somewhat more specific topics such as advanced manufacturing and nanotechnology, chemical and environmental technologies, and smart health and biomedical technologies. This is the ideal time to contact OCAST about competing for these awards through our OSCR program. If you would like assistance for finding a suitable topic in either agency, developing a competitive proposal or just have questions about the SBIR/STTR program in general, please know we are here to help and offer our full suite of services. You could analyze more years if it is an easy number to find. I will ask for these numbers at the end of FY 13. It could be helpful in introspection into your department to see how things are going, what is working, what needs a boost. All is important as we face more Federal funding cuts and more competition for the grants that are saved. The national trend is a decrease from last year to this past year. Then average is around 2 or 3% decrease. The NIH continues to be shut down for all non-excepted activities. This means that the vast majority of NIH staff that oversee program, review, and grants management are furloughed, NIH grants and contract submissions are not being processed, reviews are not occurring, and no awards are being made. As described in NOT-OD-13-126, the Payment Management Systems remains operational and funds for most grants awarded before the shutdown can continue to be drawn down. As the shutdown drags on, the challenge of reestablishing normal operations quickly is growing. Once the shutdown is over, NIH will need time to set new dates for grant and contract submissions, review meetings, conferences, and other activities that were scheduled to happen during and immediately following the period of the shutdown. It will take us a few days after this is over to communicate our plans, so please bear with us. You can find the current guidance posted at grants.nih.gov. Once we reopen, additional information will be posted and published in the NIH Guide as quickly as we can make it available. All of us at NIH hope the current situation is resolved soon, but we don?t know when that will be. We appreciate your patience as we go through this difficult experience together.
