The coach keeps insisting that he'd coach the way he wanted, that nobody outside the program would tell him what to do and that he refused to watch his opponents' film from previous games. Thus, neither he nor his players knew what kinds of defense each opponent used or offensive plays it liked to run. As a result of the coach's uninformed approach, the team could not be successful, his players weren't well prepared and therefore were at a significant disadvantage against better-prepared opponents. This hypothetical coach is precisely analogous to those who say Oklahoma should ignore the Common Core math and English/literacy standards or other standards in science and social science. These standards don't mandate what or how our teachers should teach; they do identify what Oklahoma students should know and be able to do. To complete the football analogy, films indicate what the opposition knows and can do. If the coach and his team were to watch the films, they'd know what would be expected to compete successfully - exactly like education standards. Recognizing that we're in the 21st-century competitive environment, here are six conditions that affect living conditions for Oklahomans: 1. The best way to strengthen our state's economy is to produce goods and services that people and businesses outside Oklahoma buy from us. Otherwise, we basically just move money among ourselves. Using new technologies, our energy sector competitively markets petroleum products outside state boundaries, which is one reason why our economy has fared better than most states. 2. Oklahoma has a high poverty rate compared with other states. 3. We're ranked low compared with other states in enabling our citizens to reach a higher economic status. 4. Economic productivity has grown more in those states with higher personal educational attainment. 5. People with more education generally achieve higher financial earning power. 6. Finally, since World War II fully half of the growth in this country's GDP per capita is attributable to expertise and innovation in science and technology. These six conditions clearly indicate why we need to educate our students in the context of education standards in other states and countries. All these conditions point to the need for a more educated workforce and citizenry. Oklahoma isn't an island by itself - as citizens and as a state, we must compete with others if we are to provide resources and opportunities for the citizens. Education and innovation, especially in science and technology, are correlated with higher economic productivity and earning power both for individuals and the state as a whole. To be successful, Oklahoma's education system must be based on clarity about what the students should know and be able to do. Just as importantly, we need to know the same about the competition from other states and countries, and ensure that our students are equally or better prepared than our competitors. I encourage that before you purchase anything, you investigate the state contract for grant tracking with Agate Software, Inc. You can get a demo of it easily. I did arrange a demo for our grant program directors, and for the volume that the Regents get (2-5 grants per year), it was a little high in price. Right now each grant program does its own tracking with persons paid by the grants. So at this time, we are going to wait. If we win a higher volume of grants, maybe even just twice that number, we will reconsider. The state of Oklahoma has an initial contract through the Office of Management and Enterprise Services that pays the base fee, then your fees will be based on what you actually want to do and how many custom plans are made for you. There is a good overview of it on the OCAST website under OKGrants. You can contact Mark Watters by phone at (517) 336-2536 office or (517) 230-8696 cell or by email at mwatters at agatesoftware.com. The Senate is expected to follow suit later this week. But because the current FY14 continuing resolution expired last night, the Senate yesterday voted final congressional approval of a three-day funding extension that lasts through Saturday, January 18. Federal programs that support university-based research received considerable relief from the FY13 sequester in the FY14 omnibus appropriations bill, with significant variation among agencies and programs. While some agencies-such as the Department of Energy Office of Science and NASA Science-received more FY14 funding then their pre-sequester FY13 levels, some other agencies-such as the National Institutes of Health and the National Science Foundation-were funded below their FY13 pre-sequester levels. National Institutes of Health (NIH) The bill provides $29.9 billion for NIH, which is $827.4 million, or 2.8 percent, above the FY13 post-sequester level. However, in comparison to the FY13 level after transfers, NIH funding was increased by $1 billion, or 3.5 percent, but, again, remained below the FY13 pre-sequester level. Within that total, the FY14 bill provides: * $100 million for Alzheimer's research, which is $20 million above the President's request; * $30 million for the new BRAIN Initiative; and * $273.3 million for the Institutional Development Award, an increase of $11.7 million above the FY13 post-sequester level. Language is included to keep all current NIH Science, Technology, Engineering, and Mathematics (STEM) education programs at the agency, despite the President's budget proposal to eliminate them in favor of a government-wide initiative. The omnibus legislation retains the NIH salary cap at Executive Level II. Although NIH has not yet issued an official notice, the salary cap on NIH funded awards, tied by legislation to the Executive Level II salary level, is expected to increase to $181,500 in calendar year 2014. The one percent boost from the $179,700 level was included in an executive order issued by President Obama on December 23rd. National Science Foundation (NSF) NSF would receive $7.172 billion in FY14, an increase of $288 million above the FY13 post-sequester level, but below the pre-sequester level. Within that total, the measure allocates $5.8 billion for Research and Related Activities and $846 million for Education. National Aeronautics and Space Administration (NASA) NASA would receive $17.65 billion overall, an increase of $781 million above the FY13 post-sequester level. Within that total, the Science Mission Directorate would receive $5.151 billion, the Aeronautics Research Directorate would receive $566 million, Space Technology would receive $576 million, and education would receive $117 million, including $40 million for the Space Grant program. The measure also prevents NASA or the White House Office of Science and Technology Policy from participating in bilateral activities with China, unless authorized by Congress. Department of Defense Overall research and development at the Department of Defense would be cut by nearly $7 billion from the FY13 post-sequester level, but basic and applied research funding would increase. Funding for 6.1 basic research would be $2.167 billion, or $64 million above the FY13 post-sequester level, and funding for 6.2 applied research would be $4.542 billion. Department of Energy (DOE) The DOE Office of Science would receive about $5 billion, which is a $450-million increase above the FY13 post-sequester level. Likewise, the Advanced Research Projects Agency-Energy (ARPA-E) would receive $280 million, which is $15.5 million above the FY13 post-sequester level. National Endowment for the Humanities (NEH) NEH would be level-funded at $146 million, as would its companion agency, the National Endowment for the Arts. Department of Agriculture (USDA) The Department's Agriculture and Food Research Initiative (AFRI) would receive $316 million, which is $40 million above the FY13 post-sequester level. We will use funding from this grant to support at least eight students from colleges/universities in the Greensboro, NC and from smaller institutions nationwide in the summer of 2014. Students selected will carry out seven weeks summer research at the Universities of Bristol and Bath in the United Kingdom. The participants will be provided with a first class international experience, which will give them the opportunity to undertake cutting edge research in organic and organometallic chemistry at an extremely well-equipped major research university. Participants will be awarded a stipend of at least $4,000 and all travel and accommodation costs will be covered by the program. Participants will be responsible for their day to day living expenses, such as food and entertainment. The participants can receive up to six hours of credit for undergraduate research courses and two hours of credit for CHE 555 Organometallics. The program will run in Bristol and Bath from late June, 2014 thru mid-August, 2014. Participants will be required to participate in a 20 hour pre-departure program on-line in May and June. Several years in the making, the much anticipated new guidance was published by the Office of Management and Budget (OMB) in the Federal Register on December 26, 2013. This guidance, known by several nicknames during its development (A-81, omni-circular, supercircular), consolidates the regulations of eight OMB circulars (A-21, A-50, A-87, A-89, A-102, A-110, A-122, A-133) into one uniform set of regulations for all grant recipients with the goal of reducing administrative burden, improving transparency of the federal awards process, and protecting federal funds from waste, fraud, and abuse. While the research administration community comes to consensus on an appropriate acronym, the final guidance, officially known as 2 CFR Chapter I, Chapter II, Parts 200, 215, 220, 225 and 230, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards is the most significant change to research administration in a generation.
