The Office of Management and Budget (OMB) and the U.S. Education Department beat their self-imposed deadline by issuing the changes to the Education Department General Administrative Regulations (EDGAR) on December 19, 2014. (AP) - President Barack Obama on Friday proposed to bring the cost of two years of community college "down to zero" for all Americans, an ambitious nationwide plan based on a popular Tennessee program signed into law by that state's Republican governor. However, the idea and its $60 billion federal price tag over 10 years would have to make the grade with a Republican Congress that is showing little appetite for big new spending programs. Obama, who plans to push the issue in his Jan. 20 State of the Union address, argued that providing educational opportunity and creating a more skilled U.S. workforce shouldn't be a partisan issue. "Community college should be free for those willing to work for it because, in America, a quality education should not be a privilege that is reserved for a few," he said in a speech at Pellissippi State Community College. He said a high school diploma is no longer enough for American workers to compete in the global economy and that a college degree is "the surest ticket to the middle class." The White House estimated that 9 million students could eventually participate and save an average of $3,800 in tuition per year if they attend fulltime. Students would qualify if they attend at least halftime, maintain a 2.5 grade point average and make progress toward completing a degree or certificate program. Participating schools would have to meet certain academic requirements. At North Lake College, part of the Dallas County Community College system, student Courtney Banks said such a program would help her and also allow others to enroll in classes. "Other people, other young adults would be willing to get into school because it wouldn't be so far out of reach," she said. She added she's still trying to pay back loans from a previous school. "It costs a lot of money," she said. The White House said the federal government would pick up 75 percent of the cost and the final quarter would come from states that opt into the program - a cost of $20 billion over 10 years. Spokesman Eric Schultz said Obama will propose new programs to pay for the federal portion in his budget next month. Obama is calling the idea America's College Promise, modeled after Tennessee Promise, which Republican Gov. Bill Haslam signed into law last year to provide free community and technical college tuition for two years. It has drawn 58,000 applicants, almost 90 percent of the state's high school seniors. Chicago Mayor Rahm Emanuel, Obama's former White House chief of staff, has a similar program for students in his city. "If a state with Republican leadership is doing this and a city with Democratic leadership is doing this, how about we all do it," Obama said. Obama brought Tennessee's two Republican senators, Bob Corker and Lamar Alexander, with him on Air Force One for the event. But both said they thought states, not the federal government, should follow Tennessee's lead. "Creating a federal program to me is not the way to get good things to happen in education," Corker told reporters from his seat in the third row of the speech. "You're always better off letting states mimic each other." Alexander, a former education secretary who is set to take over the Senate committee that oversees education, said Washington's role should be to reduce paperwork for student aid applications. Obama said he agrees and wants to see that happen this year. Obama also was joined on the trip by Vice President Joe Biden and his wife, Jill Biden, who drew applause when she told the audience she's been teaching English at community college for 20 years and still does as second lady. "This is the moment for community colleges to shine," she said. The president and vice president also visited a manufacturing facility, Techmer PM in nearby Clinton, Tennessee, to promote a second proposal to create a fund to help low-wage workers with high potential get training in growing fields such as energy, information technology and advanced manufacturing. "If the last decade was characterized by outsourcing, I wanted to define this decade for insourcing," Obama said. He also named the Institute at Knoxville his fifth manufacturing hub, along with Youngstown, Ohio; Raleigh, North Carolina; Detroit and Chicago. Tennessee's hub will include 122 public and private partners teaming to make lighter and stronger manufacturing materials for things like fuel-efficient cars or wind turbine blades. Obama and Biden checked out a 3D printed carbon fiber replica of a Shelby Cobra, which weighs half as much as the 1960s original but is just as strong. The seats were blocked off so they couldn't climb in. "Biden wants to put on his aviator glasses," Obama joked, in reference to a spoof video the vice president once did giving "Veep" actress Julia Louis-Dreyfus a ride in a Corvette. "It ain't my Corvette, but it's OK," Biden responded. Oklahoma faces gap between education, workforce By Kathryn McNutt The Oklahoman and Tulsa World 10/16/2014 Oklahoma continues to face a large gap between education attainment and workforce needs, Oklahoma State Regents for Higher Education were told Wednesday. Only two in 10 high school graduates earn a post-secondary certificate or degree, while available jobs require more than three times that many, Tony Hutchison noted in a report to the board. ?Oklahoma?s current educational attainments are well below the 2020 projected educational demand,? said Hutchison, vice chancellor for strategic planning, analysis and workforce and economic development. ?This is especially true in the STEM disciplines ? science, technology, engineering and mathematics.? Hutchison was part of a team of state officials who attended the National Governor?s Association ?Talent Pipeline Policy Academy? on workforce needs last week in Seattle. The U.S. Bureau of Labor Statistics projects 50.6 million new and replacement jobs from 2012 to 2022 with two of three requiring a certificate or degree, he said. In Oklahoma, more than one-third of those jobs will require an associate or bachelor?s degree and more than one-fourth will require a bachelor?s degree, Hutchison said. Currently, only five in 10 high school graduates go to college, with 1.5 earning a bachelor?s degree and 0.5 getting a certificate or associate degree, he said. While 29.1 percent of Americans earn a bachelor?s degree, only 23.8 percent of Oklahomans do, Hutchison said, but projections show the state needs 28 percent to meet the market need. ?This is why we got into Complete College America (degree completion program) to begin with,? he said. ?There?s still going to be a large gap if we don?t continue to keep the pace up, and that?s why it?s so important that we not only meet those CCA goals, but exceed them.? Hutchison also reported on a tool that was launched last month to help businesses with a number of services. OK Higher Ed Connect is an online searchable database of business resources available at Oklahoma?s public colleges and universities. Colleges and universities offer businesses a wide range of services from customized workforce education and training to strategies to develop new businesses and expand existing businesses Business owners can search by service, location, institution or region. Academic standards The Regents will meet again Thursday, when they are expected to vote on whether Oklahoma?s current academic standards ensure high school graduates are college-and career-ready. Math and English language experts have reviewed the state?s Priority Academic Student Skills standards to determine if they meet that benchmark, Chancellor Glen Johnson said. PASS standards were in place before the state adopted Common Core standards. When the state repealed Common Core earlier this year, the standards reverted to PASS. The legislation repealing Common Core included language tasking the Regents with reviewing the PASS standards for certification. Johnson said the process began when the bill was signed into law June 5. Two teams of 14 subject experts from Oklahoma colleges ? one for math and one for English language arts ? were assembled for the task. Consultants from the Southern Regional Education Board were engaged to provide additional expertise and to validate the process and recommendations, Johnson said. The following changes will be made to FastLane to support the revised PAPPG: * Budget Form Update: The budget form will be updated so that the "Residual Funds" line (Line K) will not be editable for all programs except Small Business Innovation Research/Small Business Technology Transfer (SBIR/STTR). As this field is currently used for the purpose of collecting fees, "Residual Funds" will be renamed to "Small Business Fee." * Budget Justification Upload: Budget justification can no longer be entered as text. Awardees will be required to upload a budget justification for each organization added to the budget via an upload screen. Already, 95% of proposers take advantage of the upload option. * Cost Sharing Notifications Requirement: The existing requirement that only awards with cost sharing of $500,000 or more must submit a cost sharing certificate will be modified to support the revised policy which specifies that cost sharing notifications must be submitted by all awardees with awards that include cost sharing. * New Funding Mechanism: The FastLane proposal cover sheet will be updated to include the new funding mechanism type, Ideas Lab. Ideas Lab is designed to support the development and implementation of creative and innovative project ideas. These projects will typically be high-risk/high-impact as they represent new and unproven ideas, approaches, and/or technologies. Automated Compliance Checks FastLane will begin to run an additional 24 automated compliance checks on proposals to ensure they comply with requirements outlined in the PAPPG, Chapter II.C.2 of the Grants Proposal Guide (GPG). These checks will validate a proposal for compliance with page count, proposal sections per type of funding mechanism and budget related rules for proposals submitted in response to the GPG, Program Announcements and Program Descriptions. At this time, these checks will not be enforced for proposals submitted in response to Program Solicitations. * Page Count: Page count rules will be enforced on the following proposal sections: o Project Description: 15-page limit [exceptions: 8-page limit for Early-Concept Grants for Exploratory Research (EAGER), and 5-page limit for Rapid Response Research (RAPID)] o Budget Justification: 3-page limit for the proposing institution and a separate, 3-page limit for each sub-recipient organization o Mentoring Plan: 1-page limit o Data Management Plan: 2-page limit * Budget: Budget-related checks will focus primarily on proposal duration and requested amount. For example, the system will enforce a maximum requested amount of $200,000 for a RAPID proposal and $300,000 for an EAGER proposal. * Proposal Section: Proposal sections will be enforced by their funding mechanism for Program Announcement, Program Description and other GPG-type funding opportunities. For example, an error message will appear if a Project Description was not provided for an EAGER proposal. The checks detailed above will be triggered when the "Check Proposal," "Forward to SPO," or "Submit Proposal" functions are selected by a proposer or proposing organization. Depending on the rule being checked, a warning or error message will display when a proposal is found to be non-compliant. World's Richest 1 Percent Will Own More Than All the Rest by 2016 [article image]The combined wealth of the richest 1 percent of the world's population will be greater than that of the other 99 percent by 2016, a report from Oxfam International finds. Based in part on data from the Credit Suisse Global Wealth Datebook, the report, Wealth: Having It All and Wanting More (12 pages, PDF), found that the share of global wealth held by the richest 1 percent increased from 44 percent in 2009 to 48 percent in 2014 and is on track to exceed 50 percent by 2016. What's more, nearly all (46 percent) of the remaining wealth is owned by the rest of the richest 20 percent of the world's population. The other 80 percent of the population share just 5.5 percent of the planet's wealth, or an average of $3,851 per adult ? about 0.12 percent of the $2.7 million per adult held by the richest 1 percent. The report also found that the combined wealth of the eighty richest people in the world now equals the collective wealth of the poorest half of the global population, or some 3.5 billion people.... A Majority of Public School Students Live in Low-Income Families [article image]For the first time in at least fifty years, more than half of all U.S. public school students come from low-income families, a research brief from the Southern Education Foundation finds. Based on an analysis of 2013 data collected by the National Center for Education Statistics, the brief, Low Income Students Now a Majority in the Nation's Public Schools (6 pages, PDF), found that 51 percent of pre-K-12 students in the nation's public schools were eligible for free or reduced-price lunches. The analysis also found that in forty states, low-income children made up no less than 40 percent of the public school population and constituted a majority of public school students in twenty-one states ? thirteen of which were in the South and six in the West. Mississippi had the highest proportion of low-income students (71 percent), followed by New Mexico (68 percent) and Louisiana (65 percent), while New Hampshire (27 percent), North Dakota (30 percent), and Vermont (36 percent) had the lowest proportion. The share of students who are eligible for free or reduced-price lunches reached the 51 percent level in the South in 2006 and, in 2013, stood at 57 percent, well above the percentage in the West (51 percent), the Midwest (44 percent), and the Northeast (42 percent).... Fri July 24 2015 Applications due Tue March 31 2015 Contact: Vetria Byrd (vlbyrd at clemson.edu) http://citi.clemson.edu/viz/reu DETAILS: Clemson University is accepting applications for participation in the REU Site: Research Experience for Undergraduates in Collaborative Data Visualization Applications for summer 2015. REU Site funded by NSF ACI Award 1359223. Who should apply: all undergraduate students, enrolled in an undergraduate university/college with an interest in visualization. The program is funded by the NSF and as such all participants must be a US Citizen or Permanent Resident. What majors will be considered: Visualization plays a key role in all areas of research; all academic majors are encouraged to apply. Some highlights from the 2014 VisREU Experience: [1] In 2014 the VisREU Program was held up as a model REU Site by NSF. [2] The entire REU Site attended the XSEDE14 Conference in Atlanta, GA; with 50% of the VisREU participants participating in the student poster competition. [3] A VisREU student participant gave a poster presentation on research results at the National Science Foundation in Arlington, VA. [4] Information about 2014 student projects can be viewed at http://citi.clemson.edu/viz/reu (click on the 2014 tab). We are now accepting applications for 2015 VisREU Summer Program and planning for another successful summer.
