US participants in selected H2020 projects do not automatically qualify to receive EU funds to cover their participation, barring some exceptions. One of these is the health research part of H2020, the workprogramme for which can be found at: http://ec.europa.eu/research/participants/data/ref/h2020/wp/2016_2017/main/h2020-wp1617-health_en.pdf Please note a new exception which has been opened up in two Calls for Proposals under the Research Infrastructures part of H2020. The calls in question are INFRAIA-01-2016-2017 & INFRAIA-02-2017 which are described in detail on pages 14 to 28 in the document at the following link: http://ec.europa.eu/research/participants/data/ref/h2020/wp/2016_2017/main/h2020-wp1617-infrastructures_en.pdf. In short, ? 200 million is being made available in 2016-17 to fund so-called "integrating activities" for scientific communities in given fields for the transnational opening up, integration, networking and coordination of their research infrastructures. The activities funded should obligatorily involve: i. networking cooperation between the research infrastructures involved and the respective scientific communities, ii. Transnational access, and iii. Joint research. Two categories of project are envisaged: i. advanced communities (i.e. where a substantial amount of networking & coordination already exists) with a list of 27 different areas listed in the call covering bio & medical sciences, environmental & earth sciences, maths & ICT, physical sciences and SSH ? for which ? 88 million will be made available in 2016 and ? 72 million in 2017 with awards for up to ? 10 million per selected project following a single stage submission, evaluation and selection procedure; and ii. starting communities (i.e. communities which have not previously benefited from EU funding) where no topics are defined, for which ? 40 million will be made available in 2017 and with awards of up to ?5 million per selected project following a two-stage submission, evaluation and selection procedure. As you will see in footnotes 4 and 6 on pages 15 and 23, any participating U.S. based entities in selected projects qualify to receive EU funding on an exceptional basis. The key word to the previous sentence that we want to address here is the word "interim." The agencies accepted public comments on their implementation of the uniform guidance, including specific agency additions and exceptions, before adopting them as final. Now we are almost 11 months removed from the issuance of the interim rule, and how many of those agencies have adopted their regulations as final? After reviewing the Federal Register notices over the last several months, we count only 13 agencies. The National Science Foundation has incorporated the uniform guidance into its Proposal and Award Policies and Procedures Guide. The following are the other 12 agencies and offices that have adopted their regulations as final, along with the date they announced their final rule in the Federal Register: * Department of Education, Nov. 2; * Environmental Protection Agency, Oct 9; * Department of Energy, Sept. 24; * Office of National Drug Control Policy, Sept. 23; * Institute of Museum and Library Services, Sept. 21; * U.S. Agency for International Development, Sept. 17; * National Aeronautics and Space Administration, Sept. 16; * National Endowment for the Humanities, Sept. 16; * National Archives and Records Administration, Aug. 25; * Department of Veterans Affairs, July 22; * National Endowment for the Arts, June 29; and * Department of State, June 2. To this point, more than half of the original 28 agencies and offices still have not adopted their regulations as final. This may be understandable for an agency like the Department of Labor, which had numerous additions and exceptions in their interim final rule and still may be assessing comments to those exceptions. But other agencies, such as the Department of Commerce and the Department of Housing and Urban Development essentially implemented the uniform guidance into their regulations with no additions or exceptions. One would have expected those agencies to have adopted them as final by now. To clarify, a point should be made to that although the agencies may not have completely adopted their regulations as final, their regulations implementing the uniform guidance are effective for funding received by nonfederal agencies as of Dec. 26, 2014. We'll continue to keep a close eye on the Federal Register to let you know when the remaining federal agencies adopt their regulations as final. Hopefully, many of the remaining agencies will finalize them before the year is out. McCarty Center * Norman, OK Conference Registration has been extended to Monday, Nov. 23 (8 a.m.) View the Agenda You are invited to join researchers from across the state as they gather to highlight Oklahoma EPSCoR's climate research efforts at the Oklahoma NSF EPSCoR Annual State Conference on Thursday, December 3, 2015, in Norman. The event is hosted by Oklahoma EPSCoR, Oklahoma State Regents for Higher Education and the National Science Foundation. The OK NSF EPSCoR Research Infrastructure Improvement Award No. IIA-1301789 (2013-2018), "Adapting Socio-Ecological Systems to Increased Climate Variability," is a multi-institutional collaborative project that includes researchers from Oklahoma State University, Samuel Roberts Noble Foundation, University of Oklahoma and University of Tulsa. Researchers from these institutions are working together to significantly advance the understanding of how socio-ecological systems can adapt sustainably to increased climate variability caused by a changing climate. Expanding on the EPSCoR State Conference's goal of increasing collaboration and furthering research growth, EPSCoR researchers will partner with the highly esteemed Governor's Water Conference and Research Symposium on December 1-2, prior to the EPSCoR State Conference. This partnership will allow a diverse group of researchers from the Oklahoma Water Resources Board, Oklahoma Water Resources Center, and Oklahoma NSF EPSCoR to come together, share research findings, and build important new relationships. There is no cost to attend the OK NSF EPSCoR State Conference, but registration is required at http://www.okepscor.org/ok-nsf-epscor-2015-annual-state-conference. Separate registration for the Governor's Water Conference and Research Symposium is required via their website at http://water.okstate.edu/activities/symposium/2015-symposium. We hope that you will register to attend these important conferences; we look forward to sharing with you the work that our OK EPSCoR researchers have accomplished to further Oklahoma's socio-ecological and climate research efforts! The survey shows the number rose from 193 graduates in 2013 to 238 in 2014. The increase put OSU in second place among all universities nationwide, second only to Northeastern State University in Tahlequah, which was founded specifically for American Indians. "The increase in Native American graduates at OSU is a solid testament to the hard work of the students themselves, and a significant marker of OSU's commitment to improve the quality of life for all individuals as an emerging national leader in diversity and inclusion," Jason Kirksey, vice president and chief diversity officer, said in a news release. The university recently founded the OSU Center for Sovereign Nations through a major partnership with the Chickasaw Nation. The center is focused on enhancing the university's ability to serve the needs of all American Indian students at OSU.
