July 30, 2009 Grant Resource ? National Endowment for the Humanities Category ? Preservation and Access Research and Development Description ? Preservation and Access Research and Development grants support projects that address major challenges in preserving or providing access to humanities collections and resources. These challenges include the need to find better ways to preserve materials of critical importance to the nation?s cultural heritage?from fragile artifacts and manuscripts to analog recordings and digital assets subject to technological obsolescence?and to develop advanced modes of searching, discovering, and using such materials. Applicants should define a specific problem, devise procedures and potential solutions, and explain how they would evaluate their projects and disseminate their findings. Project results must serve the needs of a significant segment of humanists. Small and mid-sized institutions that have never received an NEH grant are especially encouraged to apply. Eligible projects may include efforts to * develop technical standards, best practices, and tools for preserving and creating access to humanities collections; * explore more effective scientific and technical methods of preserving humanities collections; * develop automated procedures and computational tools to integrate humanities data in disparate online resources; or * investigate and test new ways of providing digital access to humanities materials that are not amenable to standard modes of digitization. NEH especially encourages applications that address the following areas: * Digital Preservation: how to preserve digital humanities materials, including those for which no analog counterparts exist; * Recorded Sound and Moving Image Collections: how to preserve and increase access to the record of the twentieth century contained in these formats; and * Preventive Conservation: how to protect and slow the deterioration of humanities collections through the use of sustainable preservation strategies. Collaboration is a hallmark of research and development projects. Projects that present advanced models of collaboration, especially between humanities professionals, computer or information scientists, and other technical experts, are welcomed. Projects to develop standards or procedures should be guided by a committee representative of the relevant professions to ensure that they are comprehensive and acceptable. Biotechnology/Bioinformatics Teacher Discovery!: From Leading Teachers to Teacher Leaders Highlight ID: 18154, Version: AC/GPA The Biotechnology/Bioinformatics Teacher Discovery! (BBTD) project started with the goal of bringing biotechnology into the science educators' toolkits. It is ending with teachers taking the initiative to maintain momentum. Biotechnology is a rapidly emerging field that is transforming the bioscience world. Yet, most science teachers were never exposed to biotechnology in their coursework so they lack knowledge and confidence, as well as budgets and equipment, for teaching biotechnology to their students. The BBTD project at Oklahoma City Community College (OCCC) removed barriers by first providing professional development during hands-on summer workshops. Equally important, teachers received follow-up support from the OCCC Loaner Center in the form of ready-to-go module kits for classroom implementation. The kits include all equipment, materials, and reagents, thus bypassing the budget and facilities challenges. The modules were initially designed to address the standard objectives for high school biology. Over time, the project embedded biotechnology experiments into elective science courses, as well as into chemistry and physical science, maximizing the impact on science students and on the utilization of the project equipment. The project has averaged more than 9,000 student lab experiences annually (each activity takes a minimum of 1 class period, and often lasts 2-3 periods). Later, activities were added for middle school students, an important target group for the science talent pipeline. Finally, pre-service teachers (teachers-in-training) were recruited from our partner, the University of Oklahoma science education program, because new teachers represent many future years of science teaching. More than 75 Oklahoma teachers responded with great enthusiasm and project goals were surpassed. Here are some marks of BBTD success: Teachers not only incorporated biotechnology activities into Biology I classes, but more than a dozen initiated a new science elective course, biotechnology, using the BBTD curriculum modules and the Loaner Center to support the course. Prior to the BBTD project, there were no biotechnology high school classes in the state. Moreover, these biotechnology science courses are very hands-on, a rarity in school programming. Another welcome surprise occurred when one district required a chemistry prerequisite for their popular new biotechnology course, and saw chemistry enrollment climb as a consequence. Several project teachers used the BBTD modules to support their successful applications to become National Board Certified Teachers. Project equipment has supported science fair projects in some schools. One science fair team from an inner-city high school not only won at the state science fair level in 2008, but was selected to go to the International Science Fair in Atlanta. The students in the team became school heroes, and the community rallied to finance their travel. Subsequently, these students became the first in their families to attend college, a new goal for them. This year there is a waiting list for students to get into the biotech class at this school. Teachers first assisted project personnel in presenting our biotechnology activities at state and national science teacher conferences. Now some project teachers are presenting at national meetings on their own, and obtaining local support for their travel. Several project teachers have acquired their own biotech equipment by writing grants to local funders. Our website and listserve keep teachers informed as opportunities arise. As demand grew and spread throughout the state, the project developed satellite loaner centers where equipment is placed on semi-permanent loan at locations with multiple teachers using our biotechnology modules. One teacher becomes the "lead teacher", directing his/her students to prepare gels and solutions for other teachers' classes. All these outcomes speak to a long-lasting sustainable impact of this project on science teaching and learning in Oklahoma. Primary Strategic Outcome Goal: K-12 Education Teacher Education and In-service Professional Development In terms of intellectual merit, why is this outcome notable and/or important? This project has identified and successfully overcome most barriers that science educators face when attempting to implement high quality science activities, and thus provides a successful model for professional development projects. Students have been using biotechnology laboratory experiments to learn science concepts in classes beyond Biology I, for example in chemistry, physical science, and Biology II, AP Biology, and biotechnology classes. In terms of broader impacts, why is this outcome notable and/or important? Merit Review Broader Impacts Criterion: Representative Activities, July 2007 The changes in science teacher practices have produced significant gains in student knowledge assessments based on module content. The project targeted Oklahoma city metro area schools and their biology classes; it has reached schools throughout the state and embedded lab experiences into a variety of science classes from teaching about biotechnology to teaching science concepts through biotechnology activities. Oklahoma City Community College (OCCC) has become a recognized resource for science teachers statewide and nationally through its project websites and through presentations to national audiences. OCCC has also developed a lasting partnership with city schools whose students need encouragement and extra support to aspire to college and to science careers. OCCC provides for two of these urban districts a free tuition offer and this project brings OCCC to the attention of these potential students. Lastly, OCCC has developed a lasting partnership with the University of Oklahoma science education program: the biotechnology basics course has become a summer credit course at OU. OCC also made new connections with the science education program at the University of Central Oklahoma. Does this highlight represent Broadening Participation? Yes, this project has always recruited educators from schools with the greatest need: urban schools with high minority populations as well as rural schools with high Native American populations. The project has shown that if you provide a good teacher with the knowledge and the tools, biotechnology can be learned and used to answer science questions by all students, regardless of economic or language handicaps. Are there existing or potential societal benefits of this research? It is important for NSF to be able to provide examples of NSF-supported research that have societal benefits, including benefits to the U.S. economy. Yes, the societal benefits of this project are, first and foremost, that a large number of students learned science through hands-on laboratory experiences, experiences they would not otherwise would have had; in addition, these students learned and experimented in biotechnology, a rapidly emerging field that they should know about as future citizens. Secondly, educating teachers and their students about biotechnology in particular exposes them to a bioscience field that is predicted to be a major source of future innovation and economic development. The focus on pre-service (and new) science teachers is an investment in future science teaching that should deliver benefits for many years to come. Finally, this project reached many students from underrepresented groups, some of whom we know changed their plans and are now attending college and have the intention to major in science. Challenge grant funds should not replace funds already being expended on the humanities, but instead should reflect careful strategic planning to strengthen the institution's activities in and commitment to the advancement of knowledge and understanding of the humanities. Institutions may use challenge grant funds to meet both ongoing and one-time humanities-related costs, provided that the long-term benefit of the expenditure can be demonstrated. Federal challenge grant funds, as well as funds raised for matching, might be used for purposes such as the following: faculty and staff salaries and benefits; acquisitions for collections; faculty, teacher, and staff development; research fellowships; lecture or exhibition series; visiting scholars or consultants; publishing subventions; preservation and conservation programs; construction, renovation, and maintenance of facilities; purchase of equipment and software; and fund-raising costs (totaling no more than 10 percent of challenge grant funds). To be eligible for matching, gifts may not derive from the grantee institution itself, and it is inappropriate for an institution to shift internal budgets or reallocate internal funds for matching purposes. All matching pledges and gifts must be new, that is, given (and pledges fulfilled) during the challenge grant period. The majority of gifts eligible for matching must be restricted-that is, donations made explicitly in response to or in anticipation of the challenge grant.
