A version of the legislation introduced in the Senate Friday would be somewhat less generous to colleges and students than the financial package unveiled by the House the week before , and while President Obama emphasized science and student aid in laying out his own plan Saturday , Republicans are balking at many of the spending proposals that would most benefit higher education. On Saturday, President Obama, responding to growing Republican unease over the size and particularly the makeup of the stimulus packages, used his Saturday radio address to offer his most direct argument yet for why the $825 billion investment was necessary, and why Congress should act fast. A four-page summary of the package contained more details than the White House has released previously, emphasizing several key goals important to higher education: * "Increasing college affordability for 7 million students by funding the shortfall in Pell Grants and increasing the maximum award level by $500." * "Providing a new higher education tax cut to nearly 4 million students. The plan will create a new $2,500 American Opportunity Tax Credit that is partially refundable. As a result, the nearly one-fifth of high school seniors who receive no tax credit under the current system will receive a tax cut to make college affordable for the first time." * "Tripling the number of undergraduate and graduate fellowships in science, to help spur the next generation of home grown scientific innovation." * "Preventing teacher layoffs and education cuts in every state, maintaining key reforms, and ensuring all schools have advanced technology for the 21st century economy." Those broad goals are consistent with many of the provisions in the version of the stimulus legislation that the House Appropriations and Ways and Means Committees introduced 10 days ago and approved last week, and summaries of the bills that the Senate Appropriations and Finance Committees made public on Friday. The summaries of the Senate legislation made clear that they lacked details, and that full versions of the measures would not be available until after the two Senate committees formally take them up on Tuesday. Both bills would also increase the maximum Pell Grant by $500 and eliminate the need-based aid program's shortfall. But the Senate bill, at least based on the summary, appears to provide about $1.7 billion less for Pell Grants than the House version. In addition, the Senate bill would provide billions less for higher education infrastructure needs, less for physical sciences research at the National Science Foundation, and a higher education tax credit that would be somewhat less useful to students from low-income backgrounds. The entire stimulus package will have much less to offer colleges and students (and beneficiaries of many other social programs) if Congressional Republicans have their way. In speeches and television appearances over the weekend, Sen. John McCain of Arizona and Rep. John Boehner of Ohio, both of whom are prominent members of the minority in their respective chambers, criticized the Democrats' stimulus packages for greatly emphasizing spending that may or may not spark the economy rather than tax breaks that would put money directly into consumers' and businesses' pockets. Boehner specifically singled out aid for education in his criticism. "[P]roviding $300 billion of this package to states - $166 billion in direct aid to the states, another $140 billion in education funding - this is not going to do anything, anything to stimulate our economy, to help the - our ailing economy," the Ohio Republican said on NBC's "Meet the Press." As indicated in previous advisories , the legislation contains significant provisions related to higher education. There is a concern that Pell funding is at risk of not being included in final legislation. Please call your U.S. Senators today or tomorrow and request that Pell funding be retained in a final bill: The House version of the American Recovery and Reinvestment Act of 2009 (H.R. 1) passed last week along party lines and the full Senate began debate yesterday of its version of the legislation, which passed the Senate Appropriations Committee last week on largely party lines. There is a great deal of disagreement between the two parties about the priorities in the legislation and what spending would actually result in a stimulus of the economy. While the final legislation may look very different from the current House and Senate bills, a summary of the higher education provisions in which AASCU is most closely tracking is provided below. The Senate bill, including the higher education provisions, are expected to change, perhaps significantly, as the Senate continues debate and the amendment process proceeds this week. When the Senate bill passes, AASCU will compare the differences between the House and the Senate bills and work to weigh in during the conference process. The issues of most concern to AASCU: * Significant enough increases to Pell grant maximum to mitigate student loan debt burden. * Increases to student loan limits. Low-income families should not have to incur large amounts of debt to secure a college degree. * Waiver language for the Maintenance of Effort provision. * Assurance of equitable funding across higher education sectors in the distribution of infrastructure and state stabilization funds. Senate leadership would like to finalize their bill this week so that House and Senate conferees can complete their process in a timely manner to meet the goal of President Obama signing the legislation in mid-February. AASCU will continue to provide AASCU members with updates on how this legislation will affect higher education. It is also important to note that these figures are temporary infusions of funding over 2 years. The bills currently differ about when various funds would be made available. House Senate Pell Grant Increases maximum grant by $500 for AY09-11 and closes Pell shortfall, providing a maximum grant of $5350 for AY09-10 (includes the $490 mandatory funding passed last year) and $5550 for AY10-11 (includes the $690 mandatory funding passed last year). Increases maximum grant by $281 in AY09-10 and by $400 for AY10-11 and closes Pell shortfall ,providing a maximum grants of $5131 for AY09-10 (includes the $490 mandatory funding passed last year) and $5450 for AY10-11 (includes the $690 mandatory funding passed last year). He signed an executive order establishing the White House Office of Faith-Based and Neighborhood Partnerships, a revamped version of the office started by President George W. Bush, and a council of religious and nonprofit leaders to advise him on antipoverty efforts and other issues. "The goal of this office will not be to favor one religious group over another - or even religious groups over secular groups. It will simply be to work on behalf of those organizations that want to work on behalf of our communities, and to do so without blurring the line that our founders wisely drew between church and state," the president said today during a speech at the National Prayer Breakfast, an annual meeting of political and religious officials in Washington. "This work is important, because whether it's a secular group advising families facing foreclosure or faith-based groups providing job-training to those who need work, few are closer to what's happening on our streets and in our neighborhoods than these organizations," he said. New Leader Joshua DuBois, a young Pentecostal minister, was appointed to lead the office, which was previously known as the Office of Faith-Based and Community Initiatives. Mr. DuBois, 26, holds a master's degree in public and international affairs from Princeton University and was associate pastor at the Calvary Praise and Worship Center, a small church in Cambridge, Mass. He served as an aide to Mr. Obama when he was a senator from Illinois and during Mr. Obama's presidential campaign, Mr. DuBois led efforts to connect the candidate with evangelical Christians and other religious groups. "He's built a lot of good relationships with leaders in the faith community - Christian, Jewish, Muslim - and across political lines. He's had a lot of conversations with people who were in the Bush White House or who supported the last administration," said the Rev. Jim Wallis, the president of Sojourners, a religious organization in Washington. Mr. Wallis is one of the members of the newly formed President's Advisory Council on Faith-Based and Neighborhood Partnerships. Among its 25 members, who will serve one-year terms, are the leaders of national nonprofit groups like Catholic Charities USA, Big Brothers/Big Sisters of America, and Seedco. Mr. Wallis said the council and the new faith-based office represent Mr. Obama's commitment to expanding the government's work to assist charities, both sectarian and secular. He said the office would act in a more bipartisan manner than it did under President Bush and do more to connect groups with a broader federal plan to curb the number of impoverished and hungry Americans. "You're going to see a real poverty agenda coming out of the faith-based office," he said. Also in contrast to the way the office operated under Mr. Bush, Mr. DuBois is unlikely to be the White House official deciding how the federal government should provide grants to churches and other groups, said Robert W. Tuttle, professor of religion and law at the George Washington Law School. Mr. Bush's appointees to lead the office primarily were experts in such regulations. Given Mr. DuBois's relative inexperience in Washington, "I doubt seriously he will be the one reshaping policy on aid" for religious organizations, Mr. Tuttle said. Policy Difference One policy, in particular, is under scrutiny. During his administration, President Bush signed an executive order that allowed religious organizations that receive federal grants to discriminate in their hiring based on religion. Many Christian aid organizations support the employment provision, saying they want to have staff members who embrace their spiritual values. World Vision USA, in Federal Way, Wash., for example, hires only people who accept the Apostles' Creed and a "statement of faith" based on Christian beliefs. If that practice were to be forbidden, the organization has said, it would consider suing the government. "If such an order were issued ... I am certain many organizations of all faiths - Christian, Muslim, Jewish, and Hindu - would consider litigation. Faith-based charities would have to challenge whatever federal agency was offering the grant, but discriminating against faith-based applicants," Dean R. Owen, a spokesman for World Vision, wrote in an e-mail mesage to The Chronicle. Americans United for Separation of Church and State, a Washington civil-liberties group, has made a similar legal threat, but if President Obama continues to allow government grants to support religious organizations that engage in such hiring. "In an ideal world, there would be no faith-based office," the Rev Barry W. Lynn, the group's president, said in a statement. "But if we must have this office, certain steps must be taken to bring it into line with the commands of the Constitution." On the campaign trail, Mr. Obama promised to prohibit the hiring practice. Yet the president did not alter the Bush rule in today's executive order, as Americans United and others had hoped. Mr. Wallis, of Sojourners, said he expects the president will not rewrite the rule, but have a discussion with faith leaders to "clarify" it. "I don't expect the administration to do anything big, or new, or radical in changing the status quo," he said. "The American Recovery and Reinvestment Act,'' Obama said at a bill-signing ceremony in Denver, "is the most sweeping economic recovery package in our history.'' More than two dozen Oklahoma programs are expected to receive additional money from the unprecedented legislation. According to figures compiled by the Democratic Policy Committee in the Senate, they range from $694,000 to help fight crimes against children on the Internet to $470 million from a stabilization fund designed to help states get through their own tough budget times. Other big-ticket items include more than $460 million for highways and bridges, $147 million for special education, $136 million in education funds for the disadvantaged, and $264 million for supplemental nutrition through the former Food Stamps program. Obama signed the bill four days after Congress gave its final authority to the $787 billion measure designed to boost the nation's ailing economy. He and other supporters say it will save or create at least 3.5 million job. On the tax side of the bill, 1.4 million Oklahoma workers and their families can qualify for a tax credit of up to $800, 53,000 additional families in the state will qualify for a $2,500 college tax credit, adult Social Security beneficiaries and disabled veterans will receive $250 and businesses can qualify for tax breaks. One think tank - Center on Budget and Policy Priorities - estimated the state's eventual economic benefit from the bill could come to more than $5.7 billion. By signing the bill in Denver, Obama returned to the city where he accepted the Democratic Party's nomination last summer. He again sounded upbeat as he described the bill as not the end of the nation's economic troubles but the beginning of the end of what must be done to solve them. In a statement released by the White House after the bill-signing, Obama indicated the current crisis will not be a short one. "So much depends on what we do at this moment. This is not about the future of my administration,'' Obama stated. "This effort is about the future of our families and communities, our economy and our country.'' When final congressional approval came for the gigantic bill Friday, it received no Republican votes in the House and only three in the Senate. House Republican leader John Boehner of Ohio again criticized the bill. "Our nation is in recession and responsible action is required to help our economy protect and create jobs,'' Boehner said in a statement issued Tuesday. "This isn't it.'' He described the bill as flawed and a missed opportunity that will do little to create jobs and saddle every American family with $9,400 in additional debt. U.S. Rep. Dan Boren, Oklahoma's lone Democrat in Congress and the only member of its delegation to vote for the package, commented on its significant funding for law enforcement. "Since being elected to the state Legislature and now in the United States Congress, I have put an emphasis on providing Oklahoma's law enforcement community with the necessary resources to fight drug-related and other violent crime,'' Boren said. "I am pleased that the stimulus package restores and increases these agencies' funding levels.'' What's in it for Oklahomans? Highways and bridges: $464 million. The Oklahoma Department of Transportation is preparing its final list of projects to be funded by the stimulus package. Portions of Tulsa's Inner Dispersal Loop are expected to be included on that list. Tulsa road and bridge projects also are expected to be funded by $22 million set aside in the bill for cities. Another $33 million is expected to be reserved for Oklahoma City projects. State Fiscal Stabilization Fund: $470 million. One of the more contentious provisions in the bill, the fund is to help states facing budget woes. According to the Democratic Policy Committee in the Senate, local school districts and public colleges and universities are priorities. Additional funding for other high-priority needs such as public safety also can be covered. Supplemental Nutrition Assistance Program: $264 million. According to the policy committee, these benefits will be provided through what once was the Food Stamps program. Tax credits: Individual workers can receive up to $400 and married couples up to $800 for a Making Work Pay Tax Credit. According to the Internal Revenue Service, many taxpayers will see the credit show up in their paychecks this spring. One-time payments: Adult Social Security beneficiaries, SSI recipients and disabled veterans will receive a one-time $250 payment. According to the Social Security Administration, this special payment will be sent in May. Stimulus money will benefit Oklahomans in variety of ways By Laurie Winslow, Tulsa World 2/18/2009 Oklahoma, like other states, is set to receive a sliver of the federal financial pie now that President Barack Obama has signed into law the $787 billion stimulus package. The state could receive more than $2 billion. Oklahoma is facing a large budget shortfall, and the package includes multiple funding streams that are intended to help state and local governments avoid enormous budget cuts, said David Blatt, director of policy for the Oklahoma Policy Institute. The stimulus also provides assistance for Oklahomans who are hardest hit by the downturn by expanding unemployment compensation, increasing food stamp benefits and subsidizing health insurance for workers who have lost their jobs, he added. A range of sectors should benefit. Money from the package is targeted for education, highways and bridges, health care and social services, for example. Money designated for Oklahoma doesn't include grants for research and development, which will be awarded through a competitive process and potentially could benefit federal departments or universities, Blatt explained. Keith Hazelton, director of economic research for the Oklahoma Bankers Association, said the stimulus can help up to a point. "In an environment in which consumer and business spending is deteriorating rapidly, government can fill part of that void, but spending for spending's sake isn't necessarily the long-term answer," he said. "Spending that creates lasting jobs and employment is what ultimately will turn the economy around." Like other economists, he thinks Congress will need to pass another stimulus bill by the end of this year or next. "The most immediate impact will be allocation of money to highways and water," Hazelton said. "From what I understand, the Oklahoma Department of Transportation has almost 100 projects shovel-ready." The bidding process potentially could start within three months. Oklahoma's piece of the stimulus includes $464 million for roads and bridges, $33 million for transit and $47 million for clean water, Hazelton said. The bill also includes $579 million for fiscal stabilization. Money that goes to improving infrastructure would have a ripple effect, said Bob Ball, economic research manager for the Tulsa Metro Chamber. Ten infrastructure jobs will create another six jobs, he said. "For every $1 worth of output that would be earned by those firms that do construction and involvement in infrastructure, another 80 cents would be earned throughout the economy," Ball said. How you will benefit from stimulus package By Chris Casteel, The Oklahoman 2/18/2009 WASHINGTON - The economic stimulus bill signed by President Barack Obama on Tuesday will affect millions of Oklahomans -whether they work on roads or can't find work, whether they teach college or send their kids to college. Much of the attention given to the $787 billion package has focused on spending - money for roads and bridges and other public works projects and the aid to states to protect them from huge budget cuts. But the bill also includes new tax credits for buying a house or a car, going to college or just for working. If you're a married couple filing jointly and making less than $150,000 a year, you'll get a tax credit of $800 per year for 2009 and 2010. Unlike the rebates of last year, the money won't be sent to you in a check from the IRS. Rather, it will likely come in relatively small amounts in your paychecks after withholding tables are adjusted. According to the White House, 1.38 million Oklahoma workers and families are eligible for the credit. If you have a child in college, you can get a tax credit of $2,500 if you pay at least $4,000 in expenses. The credit is good for four years of college. The White House estimates 53,000 Oklahoma families will be eligible. If you're a first-time home buyer, you could get a credit of up to $8,000 for buying a house this year. You don't have to pay the credit back, but you have to stay in the house for three years. If you buy a motor vehicle, you can deduct the state and local sales taxes on your 2009 return. If you're collecting unemployment benefits, your weekly payment will increase by up to $25; the White House estimates this will help nearly 96,000 Oklahomans in 2009. Also, the first $2,400 in unemployment benefits received in 2009 won't be subject to federal taxes. And if you can purchase health insurance from your former employer, the government will pay two-thirds of the cost. If you're retired, receiving Social Security payments, or disabled, receiving Supplemental Security Income or veterans' disability payments, you'll get a one-time payment of $250. An estimated 438,000 Oklahomans receiving food stamps will get an increase in their benefits. The Obama administration is estimating the package will save or create 40,000 jobs in Oklahoma in the next two years. White House and congressional estimates show that the state will get more than $2.4 billion for road and bridge work, common and higher education and Medicaid funding for the poor. There are a host of other programs - from military construction to rural broadband access and Indian Health Care aid - that could ultimately benefit the state, though the amounts have yet to be determined. For the total article see SSTI Weekly Digest - http://www.ssti.org , 2/20/2009 Federal Stimulus Information Appropriations for R&D-funding Agencies The major federal R&D funding agencies all received significant funding through ARRA, including: Department of Health and Human Services A total of $10 billion will be provided to the National Institutes of Health (NIH), which will be distributed among the following entities: * The Office of the Director of the NIH will receive $8.2 billion. Of that amount, $7.4 billion will go to support general scientific research at the various institutes and centers within the NIH, and the remaining $800 million will be chosen at the discretion of the NIH Director for short-term grants that can be completed within two years. These allocations to the NIH are not subject to SBIR/STTR set-aside requirements. * The National Center for Research Resources (NCRR) will receive $1.3 billion. Competitive awards to build or renovate non-federal research facilities will receive $1 billion while the remaining $300 million will be used to purchase share instrumentation and other capital research equipment. * $500 million will be directed for construction and improvement projects at federal NIH buildings and facilities. An allocation of $1.1 billion will go towards comparative effectiveness research, to examine the clinical outcomes, effectiveness, risk and benefits of two or more medical treatments for a particular condition. The funding will be divided in the following manner, according to the conference report: $300 million to the Agency for Healthcare Research and Quality (AHRQ), $400 million to the offices of the director of the NIH, and $400 million to be used at the discretion of the secretary of HHS. NASA NASA will receive $1 billion through ARRA with $400 million targeted for earth science climate research missions and improving NASA's supercomputing capabilities; $150 million for activities related to aviation safety, environmental impact mitigation and the NextGen Air Transportation System; $400 million for exploration activities; and, $50 million for cross-agency support, with the priority of spending for NASA-owned facilities damaged in 2008 by hurricanes and natural disasters. National Science Foundation Funding in the bill for the National Science Foundation (NSF) is set for $3 billion. The breakout for the agency, whose entire budget was $6.065 billion in FY08, is distributed in the following manner: * $2.5 billion for research and related activities. Of that amount, $300 million is for the major research instrumentation program and $200 million is for the modernization of academic facilities. In the conference report, advancing supercomputing is mentioned as a priority. * $400 million is for major research equipment and facilities construction. * $100 million for education and human resources with $60 million going to the Robert Noyce Scholarship Program (to train math and science teachers), $25 million for math and science partnerships, and $15 million for professional science master's programs. National Institute of Standards and Technology The bill provides $580 million to the National Institute of Standards and Technology (NIST). Of that, $220 million is for scientific and technical research and services and $360 million for construction of research facilities, of which $180 million is for a competitive construction grant program for research science buildings. In addition, as part of the Health Information Technology initiative, $20 million is transferred from HHS to NIST to create and test standards related to health security and interoperability. As part of the Smart Grid initiative, $10 million will be transferred from DOE to NIST. National Oceanic and Atmospheric Administration NOAA receives $830 million from ARRA, which includes $230 million for NOAA operations, research, and facilities and $600 million for construction and repair of NOAA facilities, ships and equipment. Of the $600 million, $170 million will "address critical gaps in climate modeling and establish climate data records for continuing research into the cause, effects and ways to mitigate climate change," according to the conference report. Department of Labor The Department of Labor will receive $750 million for a program to provide competitive grants for worker training and placement in high growth and emerging industries. Of this amount, $500 million is directed for careers in energy efficiency and renewable energy. The research budget places heavy emphasis on financing work in such areas as cancer and renewable energy. The plan would provide the National Science Foundation with $7-billion, 16 percent more than in the 2008 fiscal year. Congress still hasn't completed its budget for the current, 2009 fiscal year, which began in October. The House of Representatives approved a plan for 2009 on Wednesday that contains about $6.5-billion for the science foundation, but the Senate has not yet acted on the measure (The Chronicle, February 26). Under President Obama's plan for next year, the budgets for several agencies that finance university-based research are also expected to grow substantially, although many details weren't released Thursday as part of the administration's general outline. The budget document contains departmentwide figures but does not give breakdowns for such programs as basic scientific research within the Department of Energy and the National Institutes of Health ($30.3-billion for the National Institutes of Health, a $938-million increase over the 2008 fiscal year). The administration proposed a total Energy Department budget of $26.3-billion, up from $24.1-billion in fiscal 2008, about a 9 percent increase. Among the specific areas that are slated to receive large increases under the president's budget are cancer research, which would get $6-billion as part of the president's goal to double spending on such studies over several years, and a series of efforts, mostly within the Energy Department, to reduce the United States' use of carbon-based fuels through basic research and applied technologies. Other agencies that finance university research and would receive spending increases under the administration's budget include NASA, which would see an increase to $18.7-billion, up from an expected $17.8-billion in this fiscal year, and the National Institute of Standards and Technology. The money the president is proposing for science in the 2010 fiscal year comes on top of the $21.5-billion in new federal money for research and development contained in the $787-billion economic-stimulus measure signed last week (The Chronicle, February 20). The biggest chunks of that $21.5-billion were provided to the NIH, the NSF, and the Energy Department.
