We believe that "Oklahoma's Promise" captures the essence of OHLAP-the student makes a promise to prepare themselves for college and stay out of trouble. In return, we as a state make a promise to the student to help them pay for college if they complete the program requirements. You will now usually see us refer to the program as Oklahoma's Promise - OHLAP or OK Promise - OHLAP. At their December 2005 meeting, the Oklahoma State Regents for Higher Education recognized high schools from each class as "State Champions" for having the most Oklahoma's Promise - OHLAP graduates in 2005. The eight high schools honored included Buffalo, Depew, Walters, Eufaula, Fairview, Northeast Academy (OKC), McAlester and Muskogee. OK Promise - OHLAP Funding Update Oklahoma's Promise - OHLAP is funded through the Oklahoma State Legislature and managed by the Oklahoma State Regents for Higher Education. More than 58,000 Oklahoma students have enrolled in the program since its inception in 1992. There are currently about 12,000 Oklahoma college students receiving the Oklahoma's Promise - OHLAP scholarship in 2005-06 at a cost of about $27 million. For 2006-07, the State Regents have asked the Legislature for $37 million, an increase of $10 million, to fund a projected 15,000 students.
