[Cobo] Strategic Budget 5-Yr. Plan

Many of you may have received a notice from the OSF Budget Office reminding
you of the need to submit a five-year strategic plan by October 1.  Maryanne
Maletz has met with our OSF Budget Analyst  (Nancy Tarr) and they have
agreed that each individual institution need not to submit an individual
strategic plan.

Our office will be using your academic plans submitted to Academic Affairs
each year in conjunction with the Systemwide Budget Need Presentation that
is currently being compiled through the routine Budget Needs Survey format
to formula a strategic plan to be presented to the Office of State Finance.
As the plan is completed it will be presented to each of your institutions
for review as has been done in the past.  Should you have questions, please
