Dear Presidents :
As you know, the Governor declared November 16, 2007, Statehood Day, and
has encouraged schools and higher education institutions to celebrate by
declaring a holiday. The Oklahoma State Regents for Higher Education is
supporting this holiday and encourages institutions to do so.
Since distributing this information, there have been questions regarding
State Regents' calendar requirements to meet the "in-class" credit hour
standard. As you know, State Regents' policy, "3.19 Academic Calendar"
sets the requirements for a sixteen week semester and instructional
minutes required to earn credit hours. While State Regents' approval is
required to reduce the number of academic weeks in the standard
semester, Statehood Day may be accommodated through the "3.19.5
Competency-Based Learning" section of the calendar policy which states,
"....There are alternatives to reliance on a time-in-class as the basis
for determining academic credit-hours earned. The achievement of
academic credit-hours should be linked to demonstrated student learning
either through regular class assignments and evaluations or
demonstration of competencies. It is the responsibility of the faculty
of each institution to translate student demonstrated competencies to
academic credit-hours earned." Adjustments to academic calendars may be
made, or, since most institutional calendars are set, institutions and
faculty may use discretion as described above.
