[Cobo] ACA Implementation Question

Western plans on being compliant by January 2014.  We are using the
assumption that faculty are earning 2 hours of work for each hour of
credit.  We have based this on the fact that our full time faculty have a
30 clock hour weekly schedule with a 15 credit hour load.
