Subject:          CARES Act Expenditure Reporting Request


A request has been received from the Office of Management and Enterprise Services (OMES) CARES Forward Project Management Team to submit a detailed plan regarding the anticipated uses of the "Institutional" portion of the CARES Act federal stimulus funding at each of our colleges and universities.

Expenditure plans for "Institutional" CARES Act funding would supplement the monthly reports of "actual" expenditures that we have already provided to OMES through July 31, 2020.

The request indicated that it would be necessary to receive these expenditure plans from each college and university prior to higher education being considered for any additional CARES Act funding through the State allocation.

In order to comply with this request, please submit a detailed narrative plan and quantitative analysis outlining how your institution is expending or plans to expend the Institutional portion of the Higher Education Relief Emergency Relief Fund (HEERF) that was allocated directly to your institution by the U.S. Department of Education through the federal CARES Act.

Please include only qualifying expenditures allowed under the federal CARES Act guidelines in your institutional plan. The plan should cover eligible expenditures that your institution has made or anticipates making during the time period from March 13, 2020 through December 30, 2020.

This request appears to be similar to the workplan adopted by the Legislative Office of Fiscal transparency (LOFT) at their meeting last week for rapid response evaluations (attached).

The State Regents' office will compile the data for state system institutions and submit this information to both OMES and LOFT.

Please complete your institution's detailed plan for expending the "Institutional" portion of CARES Act funding and submit this information to Ms. Sheri Mauck, Interim Vice Chancellor for Budget and Finance, at smauck at osrhe.edu<mailto:smauck at osrhe.edu> no later than close of business on Monday, August 31.
