Subject:          FY21 Budget Legislation Veto Overrides


I wanted to let you know that this evening the Oklahoma House of Representatives and the Oklahoma State Senate overrode the following FY21 budget legislation vetoed by Governor Stitt earlier this afternoon:


  *   House Bill 2741 - modifies the percentage of revenue appropriated in FY21 to the Teachers' Retirement System and reallocates this revenue to the Education Reform Revolving ("HB 1017") Fund.
     *   House Vote (94-4)
     *   Senate Vote (34-12)
  *   House Bill 2742 - modifies the percentage of revenue appropriated in FY21 to the Oklahoma Firefighters' Pension and Retirement Fund, the Police Pension and Retirement System, and the Law Enforcement Retirement Fund and reallocates this revenue to the Education Reform Revolving ("HB 1017") Fund.
     *   House Vote (95-5)
     *   Senate Vote (34-12)
  *   House Bill 2743 - redirects $180 million from the Rebuilding Oklahoma Access and Driver Safety (ROADS) Fund to the Education Reform Revolving ("HB 1017") Fund.
     *   House Vote (97-3)
     *   Senate Vote (44-2)



  *   Senate Bill 1922 - appropriates a total of $7,589,496,474 to state agencies receiving FY21 appropriations and supplemental appropriations.
     *   House Vote (79-20)
     *   Senate Vote (35-11)

The veto overrides of HB 2741, HB 2742, HB 2743 and SB 1922 result in these pieces of legislation becoming law.

As a result of these actions, our state system of higher education will receive a total appropriation of $770,414,742 in FY21. This represents a 3.95% percent decrease from the FY20 budget.

I have attached a copy of the statement issued by House Speaker Charles McCall regarding the veto overrides of HB 2741, HB 2742, HB 2743, and SB 1922.
