[Cobo] Updates and Revisions to OSRHE Policy Manual

Greeting Business Officers!

We here at the Regents have, over the last several months, been working to update, simplify and revise our policy manual. As you know, Chapter 4<https://okhighered.org/state-system/policy-procedures/> of the document relates to Budget and Fiscal Affairs. I have worked to modify the chapter to streamline many of the policies, to eliminate repeating of most statutory and constitutional language by inserting links to the relevant laws and to modestly reorganize the flow of the chapter.  At present there is very little new policy and almost nothing has been eliminated.

There is still measurable work yet to be completed, but we are at the point where I need some help in reviewing and critiquing the effort. If any of you are willing to review all or part of the latest revision draft, I would be terribly grateful. Your knowledge and experience are essential to a successful revision. I welcome and appreciate any suggestions for modifying any policy elements or improvements to the draft.

We are hopeful to be able to provide a draft for review early next week, with the broader goal to present the revisions t the Regents next month. A response over the next few days is appreciated.

Also, we are well underway with the development of the 2024 Legislative Session budget request for the system. You needs survey information will factor heavily in the eventual request. Should anyone have suggestions as to our approach to any area, please contact me. For example, addressing staff compensation is an area that may be high on many of your priority lists. Should funds be available, we want to be certain that allocation methods be well designed and as equitable as possible.
