Attached, you will find a spreadsheet format for your response. The format is the same as has been used in previous years. You are being asked to identify the expenditures for this current fiscal year (FY26) and to project abatement expenditures for next fiscal year (FY27). Please return your response by email to jvaughn at osrhe.edu or by fax at 405-225-9230 and to the attention of James Vaughn, when completed and no later than Friday, January 23, 2026. If your institution has not had any abatement projects and none expected, please report that on the form and return. Virtual options will be available but I hope as many of you as possible can attend this session in person. As we have discussed in recent months, many members feel that there is significant value in meeting face-to-face to build camaraderie and strengthen our network across the system. We are finalizing the agenda and would value your input. Please send me your best ideas for topics or issues you would like to see addressed by the Council. Currently, our agenda includes several key items designed to support your institutions and streamline our collective work: * Legislative Update: We will provide a forecast regarding legislative activities relevant to higher education funding and operations. * Cooperative Purchasing: Scott Scholotthauer will lead a discussion/presentation on opportunities for greater coordination regarding cooperative purchasing arrangements. * Introduction of James Vaughn: We will introduce James Vaughn, the new Associate Vice Chancellor for Budget and Finance. * Housing & Enrollment Growth: We will have a presentation from 4Stay, a vendor that assists universities in accommodating enrollment growth by facilitating local arrangements to increase student housing inventory. * Data Acquisition Review (SRA3 & SRA6): We will begin a discussion regarding the SRA3 and SRA6 forms and the strategies used by the Fiscal Division to gather financial information. Our goal is to seek strategies that make this data acquisition easier and less burdensome for your offices. This marks the beginning of a focused effort to review these tools, which will likely involve the formation of a subcommittee of interested COBO members. Please come prepared to share your ideas relating to improved data strategies. I look forward to hearing your suggestions for the agenda and seeing many of you in Oklahoma City on December 11.
