[Cobo] Update: Performance Funding Data, New Funding Opportunities, and FY26 Faculty Salary Survey

I am writing to provide several important updates regarding institutional data, emerging federal funding opportunities, and our annual salary reporting requirements.
Performance Funding Data & Model Outcomes
First, I want to sincerely apologize for the delay in sharing the institutional data relating to the new performance funding formula. Please be advised that the data underlying the model outcomes, along with the specific definitions for each metric, were shared directly with your institutional presidents yesterday afternoon.

Emerging Funding Opportunities
I encourage you to explore the following two programs to explore any opportunities for your institutions to benefit from these significant federal initiatives:

Rural Health Transformation Program (RHTP): This $50 billion federal initiative aims to strengthen rural healthcare through workforce development, technology innovation, and improved care models. Oklahoma has already secured over $223 million and will receive a total of $1B over the next five years. Please explore how your university’s programs align with these funding elements. This could be an attractive source of new funds.

National Policy Framework for Artificial Intelligence: Released on March 20, 2026, this framework outlines a program to promote American AI “dominance”, including a focus on incorporating AI training into education and workforce programs. Building awareness of this framework will help align your university to access future federal AI funding and resources. Of particular note, this framework assigns a very active and prominent role for land grant institutions.

As a final reminder from Zac Dumas in my office, it is time to complete the annual FY26 Faculty Salary Report Survey.

  *   Submission Format: Please note that forms are no longer available for online completion. You must use the attached Excel file for your submission; older versions of the template will not be accepted.
  *   Instructions: Detailed guidance is provided on the first tab of the workbook.
  *   Deadline: Please electronically submit completed surveys to zdumas at osrhe.edu by Wednesday, April 1, 2026.
