I like the first example (#3) best although the brown and tan tool bar in #1 is aesthetically pleasing.

I vote for #1.  It's easier on the eyes.  The contrast of light and dark on the tabs needs to be stronger, though.

I wanted to let you know that I'm taking over the COIL web committee representative position from Beth Jones. She has the office next to mine here at OCU Library, so that'll make the transition easy.
