centrally (whether externally or internally) and what should
be charged for, using what financial models?

constituency? What if adopting a technology is harder than
you expected? What if you have to back out of a decision that
proved to be non-ideal? What if you wait too long to adopt
a technology that suddenly becomes crucial?
