[Hen] New discussions about Broadcast Video signals in Oklahoma

For many years, OneNet has offered Broadcast Video transports (non-IP)
connecting OU, OSU, OETA and Vyvx (William's National Broadcast Video
network).

The existing system operates with Nortel DV-45 Codecs and requires point
to point DS-3s to any potential user. For those reasons, few other
schools have been involved.

The Campus Radio and TV list serve will being some discussions about;

1) continuation of the DV-45 system (O&M)
2) possible expansion of NTSC to IP delivered MPEG-4 to allow more
colleges to access Broadcast Video users
3) possible new transports to include 19.4Mb/s HD and 270Mb/s circuits
for HD
