We implemented the service you mentioned below and it has already proven to be effective. There was no additional cost for us either because we use the MS Campus Agreement also.

Dan,
We use Exchange Hosted Filtering from Microsoft. All email coming into and leaving campus is directed to Microsoft spam filters. If we have a computer that is sending spam, someone from Microsoft will disable mail from that account and give us a call. Of course it also blocks incoming spam as well. Its statistics show it is blocking about 95% of the mail before it ever hits our Exchange server. It has worked well for us and is included with our Campus Agreement.
