[Lender] Updated FFEL Claim Form and CAM Layouts, IBR Supplemental Information Form, and Implementation Guidelines

Dear Colleagues:
The FFEL Claim Form and file specifications for Common Account Maintenance (CAM) have been updated to accommodate the Income-Based Repayment plan (IBR) data elements. OGSLP encourages lenders and servicers to implement the updated Claim Form and revised CAM layouts by December 31, 2009, to support consistency and standards. Details of the changes and implementation guidelines are provided below:  
*	Updated FFEL Claim Form, IBR Supplemental Information Form and Implementation Guidelines 
		The National Council of Higher Education Loan Programs (NCHELP) Program Operations Committee, Default Aversion and Claim Standardization (DACS) subcommittee has updated the FFEL Claim Form <http://www.ogslp.org/Publications/Claim_new.pdf>  which is used by lenders and servicers to request loan reimbursement from the guarantor. The Claim Form <http://www.ogslp.org/Publications/Claim_new.pdf>  now has fields to support the reporting of the IBR plan data elements. Also, the instructions for field 41 (# Events) have been clarified. The IBR repayment option will be available for eligible borrowers on or after July 1, 2009. 
		Lenders and servicers are encouraged to use the new form or electronic equivalent by July 1, 2009, since the new IBR data elements are required for all claims submitted on or after July 1, 2009. Because of the short timeframe to implement the new Claim Form <http://www.ogslp.org/Publications/Claim_new.pdf> , DACS created a supplemental form that can be submitted with the prior version of the Claim Form until the updated version has been implemented. Both the revised Claim Form and the IBR Supplemental Information form <http://www.ogslp.org/Publications/IBR_Sup_Info.pdf>  are available on the OGSLP Web site <http://www.ogslp.org/Publications/schools-lenders.shtml> . 
		 
*	Updated CAM,  IBR Supplemental Information Form and Implementation Guidelines
	To accommodate lenders and servicers who file claims electronically, the NCHELP Electronic Standards Committee General Account Maintenance Advisory Team (GAMAT) has completed and published revised specifications for CAM. CAM Record type 54, which is utilized to submit loan level claim data electronically, has been revised to include the new IBR plan fields. The new CAM layouts for the IBR plan are available from NCHELP <http://www.nchelp.org/elibrary/index.cfm?parent=1047> .   

	Because of the short timeframe to implement the new CAM file, lenders and servicers should use the IBR Supplemental Information form <http://www.ogslp.org/Publications/IBR_Sup_Info.pdf>  in addition to their normal CAM submissions until their organization can transition to the new file layouts. Please note that the revised specifications (version 1.3) include cumulative layout changes since the July 31, 2008 version.  Examples of additional changes include the new deferment type codes of PD and PE.
