While aid in the form of the Paycheck Protection Program and other state-, county-, and city-specific funding has offered a lifeline, we know that the acute needs of our Main Street micro-businesses – and our Main Street programs themselves – far exceed current support mechanisms. In mid-May, we launched Main Street Forward, a comprehensive COVID-19 resource center with tools for recovery planning, research and advocacy, including our Main Street Revitalization and Recovery Program. This $100M proposal would: * Provide $75 million for Main Street coordinating programs at the state-, county-, or city-level to provide training, technical assistance and support to participating local programs. This funding would create opportunities for new and expanded participation in the Main Street America network in places that do not currently have a coordinating program. * Provide up to $25 million for Main Street small businesses to support operational shifts and business model changes, such as online retail or social distance store layout, to remain viable during and after the pandemic. Your immediate response is needed! Current needs: 1. Examples from Oklahoma Main Street communities are requested to help demonstrate the “need” in our funding request: * examples of distressed Main Streets – case studies, stories, etc. * examples of how past stimulus is not reaching or is too little to help small businesses on Main Street 1. We need a solid message of why current funding programs have not “worked” in our communities. Why hasn’t PPP and EIDL met the needs of our businesses and organizations? * Washington State example - the bulk of CARES act funding went to large jurisdictions. § Our story is so many of our rural small business areas were not able to participate fully based on population. Please email me any examples of how CARES funding, specifically, has NOT reached our state and local programs. Examples from our coordinating and local programs will also help to further define our Main Street programs. We have learned that there are several advocacy and potential funding requests that use the term “Main Street” to indicate small businesses in general. (we know how well that worked last time). Our goal is to show why state allocations from the CARES act have been insufficient for Main Street. If you receive the New Pioneer newsletter/email updates you would have received this already ..but wanted to share with those that don't. :) https://www.okcommerce.gov/oklahoma-business-relief-program-applications-closed-phase-2-planning-underway/ At 8:00 a.m. on Monday, June 29, Oklahoma businesses began applying for grant funds through the Oklahoma Business Relief Program (OBRP). Developed to help local businesses across the state overcome the economic challenges of COVID-19, OBRP offers vital funding for businesses that have suffered revenue loss due to the pandemic. The response was tremendous with approximately 2,500 Oklahoma business applications submitted through more than 150 financial institutions by the morning of Tuesday, June 30. Once more than $50 million in relief funds had been requested, the Oklahoma Department of Commerce (Commerce) closed the application form, ending Phase 1 of the program. “We are excited that so many Oklahoma companies submitted applications for OBRP. The overwhelming interest highlights the extensive need for these funds,” said Sean Kouplen, Oklahoma Secretary of Commerce and Workforce Development. “The Commerce team along with the Office of Management and Enterprise Services worked to get this program launched quickly because we wanted to act swiftly to help Oklahoma businesses. I know that the application phase for this program was short, but we are working on the next phase of this program and hope to make it available to even more Oklahoma businesses.” Oklahoma businesses applied for OBRP through participating financial institutions, which are listed on the Commerce website. Businesses that have suffered a decrease in revenue of 25% from 2019 to 2020 due to the impact of COVID-19 were eligible. Applications were accepted on a first-come, first-served basis; however, at least 20% of the program funds were designed for minority-owned businesses. Twenty-four percent of applications submitted were from minority-owned businesses. Commerce anticipates financial institutions will begin remitting payments by Monday, July 13. The remission of payments will be completed by July 31. Phase 2 of the OBRP is currently in the planning stages. Some program adjustments are expected to better serve Oklahoma businesses applying for funds. “The Commerce team is working diligently to ensure that funds from Phase 1 are remitted as swiftly as possible in order to get Oklahoma companies the help they need,” said Brent Kisling, Executive Director, Commerce. “We look forward to announcing the details of Phase 2 in the coming days and expanding the reach of this program to help even more Oklahomans.” About OBRP Developed to help local businesses across the state overcome the economic challenges of COVID-19, the Oklahoma Business Relief Program (OBRP) offers vital funding for qualifying businesses that have suffered revenue loss due to the pandemic. We will hold subsequent grant rounds to accept additional applications later this summer. In partnership with The Hartford, the grant program will fund solutions that help small brick-and-mortar business owners respond and adapt to the COVID-19 pandemic, and also help to revitalize and strengthen older and historic downtown commercial districts. A minimum of 50 percent of grants will benefit diverse-owned businesses, as defined by the Small Business Administration as minority, woman, veteran, disabled, and/or LGBTQ-owned.
