We were able to support 14 businesses (and in turn 9 landlords) through this program this first month. We've pretty much run out of money but are hoping to find more to extend into June. The Oklahoma Tourism & Recreation Department Travel Promotions team has been working on a new campaign to encourage Oklahomans to travel, dine, shop, stay and play local as the state eases into the reopening phase of the COVID-19 pandemic. We are eager to share it with you via a Zoom call at 3:30 p.m. Wednesday, May 6. We are also working on preparing free buttons and stickers to mail out to tourism organizations to distribute within their communities. We are trying to get those prepared as soon as possible. If you are willing to distribute buttons and stickers and/or leave them out at your own offices, please respond to this email ASAP with the best physical address for FedEx to deliver to. (No P.O. Boxes, please.) If you know offhand an estimated number of hotels and of restaurants in your community, we'd also love to have that information so that we can make sure we mail you an adequate number of the “Stay in Oklahoma” and “Dine Oklahoma” stickers and pins. Attached is the 2020 calendar and the Main Street Now Conference Schedule at-a-Glance. Below is additional information regarding the trainings this year, and please encourage board and committee members to attend as well as anyone else. Continuing Education/Training April 1-2: Leadership and Accreditation Standards Location: Main Street Enid One item not on the agenda is the formerly required Preservation Conference, so it has been replaced by an additional required training to get us all ready for upcoming change. The training session topics will include Accreditation Standards, Experiences and Lessons Learned from those that went through the NMSC Annual Evaluation, and Leadership. You will receive 25 quality assurance points for attending. April 3: Upper Floor Living Education Location: Main Street Enid Main Street Enid and the OMSC are presenting an upper floor residential tour and informational session with Main Street Enid's Economic Vitality committee and Main Street Architect Josh Kunkel providing the content. This session is optional, open to all, and would be a great add-on to the April 1-2 training. You will receive 5 quality assurance points for attending. June 17-18: New Director Training Location: Oklahoma City All new directors hired since June 2019 are required to attend however it is open to anyone wanting a refresher course. Topics include Programming, Leadership and Organizational Development as well as Main Street basics. Directors receive 5 quality assurance points a day for attending. August 25-27: Team and Partnership Development, Action Items, and Storytelling Location: Kendall Whittier (Tulsa) All Main Streets have a story, so how do you tell that story and use it to connect with others and promote your community? Besides storytelling, we will explore turning action from a dream to action as reality, and finding the right people/groups to make it happen. The Director's Roundtable will happen as well. Please note this date has changed from early August due to speaker availability. This is a required training. You will receive 25 quality assurance points for attending. November 3-5: Branding, Diverse Fund Development, and Award Nominations Location: Main Street Altus The OMSC is working with the NMSC to get "Mr. Branding" himself, Ben Muldrow, for this session. You will learn the value of an organizational brand, brand consistency, brand implementation, and more. Norma Ramirez de Miess will educate us on the importance of diversified funding and how to achieve it. We will also cover award nominations for 2021, and engage in our usual Director's Roundtable. This is a required training and you will receive 25 quality assurance points for attending. Main Street Now Conference The National Main Street Conference is May 18-20 in Dallas, Texas. All new directors hired since last year's conference are required to attend the Main Street 101 on Sunday, May 17th. If a director did not attend the National conference in 2019 (Seattle), they will be required to attend this year. You will receive 25 quality assurance points for attending. I know a long weekend is about to start, but here is an opportunity to learn more about developing small scale real estate development projects through ULI and the Incremental Developer Alliance. Chris Wilson is sponsoring 10 scholarships, and it's first come - first serve. He asks that one person per program take advantage of the opportunity, and the details are below. Have a wonderful weekend, Buffy Buffy Hughes State Main Street Director Oklahoma Department of Commerce 900 N. Stiles Ave., Oklahoma City, OK 73104 E: Buffy.Hughes at okcommerce.gov P: 405.815.5249 C: 405.664.1260 OKcommerce.gov/main-street [OKLAHOMAMAINSTREETCENTER] OK, LET'S COUNT! Census 2020 The 2020 U.S. Census is right around the corner! It is important that all Oklahomans are counted. Want to do your part to spread the word? Sign up for the OK, LET'S COUNT community partner email! Learn more about the 2020 Census at OKletscount.org. When Everyone Counts, Everyone Wins! I know all the focus these days is on reopening Main Streets, but would any of your Main Street directors or volunteers or your own staff like to attend a webinar about the Incremental Developer Alliance and how they go about developing small scale real estate development projects while creating small scale developers? I am supporting up to ten (10) scholarships to attend the webinar for free. The webinar happens on Thursday, May 28 from 9am-1pm CST. It takes place in conjunction with the Oklahoma Chapter of the Urban Land institute (ULI). This course also qualifies any person to attend their Small Developer Boot Camp. I only ask that only one person from each local Main Street program or State Program take advantage of the scholarship please. The Details: This seminar is a "catch-up" course to meet the required prerequisite in advance of the Small Developer Boot Camp. This Seminar on small scale real estate development is all about project formation. We take a big picture view of neighborhood-based development to help attendees analyze what makes a good project, how a building makes money, and how small developers interact with the broader ecosystem of professionals in the built environment. By the end of the seminar, aspiring developers will feel more prepared to take the first steps on their own project. To take advantage of the discount code, please follow the following instructions to complete your registration: 1. Go to the following link: https://www.incrementaldevelopment.org/events/okcseminar 2. Select 1 ticket and hit next, this will take you to another page. 3. Below the ticket amount area, there will be a box to enter a discount code. 4. Enter: OKCMainStreet (case sensitive) 5. Hit the green apply button. 6. That should change the price to $0 and then you can fill in your information to complete the process. I hope someone in your states and cities will sign up to learn. As we all know, much of the small business support in the last stimulus package did not reach many of our Main Street businesses in the manner we had hoped. This effort, if successful would invest $100m in Main Street programming and businesses. The attached documents provides more detail of the proposed use of the funds as well as "talking points". The Main Street Forward: A Roadmap for Recovery has more information of this advocacy effort. https://www.mainstreet.org/howwecanhelp/resourcecenter/mainstreetforward Oklahoma's efforts : A template letter has been provided that I will be updating and customizing with Oklahoma information. Here's what I'm requesting from each of you: 1. Please send examples of what your community is doing/has done to support local businesses in response to COVID-19. Two or three examples, with your community name will be included in the letter. a. Grants, supplies, technical support, gift card program, etc. b. Include any investment amounts specific to these efforts. Example: Gift card program spurred $22,000 in sales to local businesses. 2. You will receive a copy of this letter after it is drafted and approved for Patrice Frey (Main Street America President) signature. 3. If you would like to add your program's support to the end of the letter, I will need the following info: a. Contact name (director, board president, etc.) b. Program name c. City Again, you'll be asked to "sign on" when the approved letter is sent. 4. Visit the mainstreet.org page to learn about more advocacy efforts that you can get involved in, i.e. op-ed letter to your local news outlets. Please let me know if you have any questions. Thank you in advance for your prompt response to these requests, I would like to get the draft sent back by Thursday. I encourage you to tune in and become more familiar with our current efforts for federal funding specifically to support Main Street programs and businesses. Webinar: Increasing Congressional Support for Preservation During the Pandemic Thursday, May 28, 2020 3:00 PM - 4:00 PM EDT In response to the public health and economic challenges created by the coronavirus pandemic, Congress has passed four funding packages, and is currently working on additional legislative responses in the weeks or months to come. Preservationists need to get involved in these discussions - from ways to support America's Main Streets to using revitalization as a proven method for stimulating job creation and local economies. Hear from Patrice Frey, CEO of Main Street America and Chris Moore, executive director of the Washington Trust for Historic Preservation about the needed work to secure preservation funding in future legislation. In this webinar from Preservation Leadership Forum, learn from the Government Relations team at the National Trust for Historic Preservation about some of the opportunities and challenges that lie ahead and Kelly Lizarraga from the Coalition of American Heritage about how to put your best messages forward. This webinar is part of a series by Preservation Leadership Forum dedicated to supporting the preservation community during the coronavirus pandemic. Also, I am still looking for two more "best practices" examples of how your Main Street program is supporting (or have supported) businesses during/through this COVID crisis. Yu may email this information directly . . . . just a one liner will do. I will be wrapping the Oklahoma letter to Senator Lankford by the end of the day to send for approval, so your prompt response is appreciated. We've had this debate in Kendall Whittier. Here's my two cents. - If the event is a food truck event, where people are primarily coming to get food from a food truck, I think you can definitely charge because you *know* they'll sell because everyone who comes will eat from one of them. In Claremore, the Food Truck Thursday trucks were charged $75, so just enough to have some skin in the game but not so much it took over their profits. The first year, however, as we were building up the series, the trucks were invited for free. We only charged once we could prove an audience. - In Kendall Whittier, we charged for the Food Truck Festival as well. However, there has been a lot of debate about charging them for the Arts Festival. My view is that they are coming and selling a product, they should pay just like the artists. Some committee members disagreed and felt like they were an attraction rather than a vendor. We went back and forth and settled on a compromised fee of the same as art vendors (less than originally planned, more than nothing). - Another factor is how far away they have to travel. If you're getting them from your town or nearby towns, that's one thing. But if they'll have to drive a distance, you may want to consider reducing or dropping the fee. - A lot depends on the audience you expect to bring out and how many trucks they'll compete with. It's important to have a good reputation with them (they talk!), so making sure you don't have too many trucks for the people, or too many of the same kind, is vital. You want them to be successful so they want to come back. Bottom Line: If you're advertising they are there, they should have to pay! I feel like if they don't pay anything, they can bail on you at any time, and will if a better gig comes along. As for a portion or a flat fee, in everything I've always felt like a flat fee is easier! No math. No trusting their numbers. No tickets. No hassle. But I know some people disagree, and there's things to be said for either. *Jessica Jackson*Executive Director | Kendall Whittier Main Street 2205 E. Another thing I would be interested in knowing would be the "draw" of your event. How many participants do you expect? Jessica, you bring up some interesting points. I agree that if they are selling a product, they should be charged just the same. My current plan (if we go through with this) is to contact food trucks starting in our area and radiating out as far as Wichita, OKC, and Tulsa if necessary. I agree that having them pay gives them more motivation to keep their commitment to the event. Natalie, I have talked to several food truck operators at local events and that seems to be quite the bargain! I think you all are right track increasing prices incrementally to avoid "sticker shock". I am loving the ideas and discussion! Thank you very much! We've had this debate in Kendall Whittier. Here's my two cents. - If the event is a food truck event, where people are primarily coming to get food from a food truck, I think you can definitely charge because you know they'll sell because everyone who comes will eat from one of them. Jessica Jackson Executive Director | Kendall Whittier Main Street 2205 E. I only charge $50 & $20 of that goes toward their permit with the City. I learned right off the bat to not rely on them to get their permits, because most of them won't & then we get in trouble by the City for my vendors not having their permits. Also, they are more likely to show up to your event if they have paid to be there.  If it is a very large event, like thousands of people, I have charged up to $150. If it is a first time event, I agree with Jessica about not charging them other than the permit fee if you are handling that for them...just until you establish an attendance history for the event.  I hope this helps. Greg Treat, R-Oklahoma City and Rep. Charles McCall, R-Atoka, exempts a person or agent of the person who conducts business in Oklahoma from civil liability in a civil action claiming an injury from exposure or potential exposure to COVID-19 if the act or omission alleged to violate a duty of care of the person or agent was in compliance or consistent with federal or state regulations, a Presidential or Gubernatorial Executive Order, or guidance applicable at the time of the alleged exposure. It provides the person or agent will not be liable if the conduct is consistent with any applicable guidance when two or more sources of guidance are applicable to the conduct or risk at the time of the alleged exposure. As I mentioned in our zoom meeting this morning, this initial contact is specifically to Senator Lankford, as he is a member of the appropriations committee. Please check the attached packet to ensure your name and program information is correct. Also, please respond to this message your approval to be included as a "sign on". I included all programs in my draft and will remove any names who either do not respond or request to be removed. In my outreach to you for examples of how our MS programs are addressing and busting through COVID-19, I was greatly encouraged by your creativity and resilience. Although this letter only allowed for a few, you all are doing great things. I was inspired and feel that our legislators will be also. Other actions at this time: * I encourage you be knowledgeable of this proposal enough to be able to summarize the request and be prepared to discuss the need in your community to support programming and businesses in the recovery of COVID-19. * Inform your local representatives of the effort. [I will be talking to our local House Representative, Jay Steagall today just to let him know of the proposal. [Why not let the information come from us?] * I hope to meet with a staffer from Senator Lankford's office at a legislation breakfast next Tuesday morning to hand deliver this letter and proposal packet and invite/suggest a meeting with their appropriations issues staff to discuss further. We hope these are just the beginning steps for opening this conversation and look to a future call with our Senator and Patrice Frey as an ultimate goal in this effort. I anticipate in the future that our efforts will include additional letters to other elected officials once this proposal moves to action. Again, please take a look at the attached and let me know of your approval ASAP . . . by the end of today, preferably. Have a great weekend!
