[MainstreetManagers] Ordinances

Hi everyone!

We are working on some ordinances for downtown to help fill vacant
buildings.  I was curious if any of your cities have implemented any
ordinances that might help with filling these empty buildings or that at
least help them not be eyesores for downtown.  An example might be a
vacancy tax for vacant buildings, or an ordinance for no boarded windows on
your ground level.

I will meet with our City in a couple days and I would love some ideas that
are or seem to be working in other cities in Oklahoma!
