Community Economic Development (CED) Matters - Funding, Publications, Events and Learning Funding Strategic Economic and Community Development The U.S. Department of Agriculture is excited to share a new Rural Development funding opportunity authorized by Section 6025 of the 2014 Farm Bill. This new authority entitled Strategic Economic and Community Development (SECD) prioritizes projects that support the implementation of multi-jurisdictional plans under the Community Facilities Program, Water and Waste Disposal Program, Business and Industry Loan Guarantee Program, and Rural Business Development Grant Program. Under this provision, up to 10 percent of each programs annual appropriations can be set aside and made available to eligible SECD applicants. Communities are incentivized to align resources, develop long-term community and economic growth strategies and engage federal, state and local partners. By promoting this regional focus USDA resources can be more effectively utilized and have a larger impact on rural capacity building and wealth creation. First Nations' Native Ag and Food Systems Initiative First Nations Development Institute (First Nations) has opened two new grant opportunities under its Native Agriculture and Food Systems Initiative (NAFSI). In both cases, applications are due by February 17, 2017. With the generous support of the W.K. Kellogg Foundation and Agua Fund, First Nations will award up to 12 grants of up to $35,000 each to support projects that aim to strengthen local food-system control; increase access to local, healthy and traditional foods; and decrease food insecurity and food deserts, all with an emphasis on serving Native American children and families. Department of Energy (DOE) Solar in Your Community DOE has launched its Solar in Your Community Challenge to support innovative and replicable community-based initiatives that bring solar power to low-income and underserved communities. Community Development Financial Institutions (CDFIs) are eligible to participate in the Challenge, which aims to engage and support a wide variety of teams developing innovative and scalable business and financial models that can unlock the low- and moderate-income solar market. Teams will compete for $5 million in resources, including seed funding and technical assistance grants, and a $500,000 grand prize. Each team is expected to consist of a wide variety of stakeholders, including solar companies and entrepreneurs in partnership with key local stakeholders (e.g., utilities, banks, non-profit organizations, municipalities, and community leaders). Educators are increasingly aware that schools alone cannot raise student achievement and research has demonstrated that family involvement is one of the strongest predictors of school success. Many schools and districts are pursuing strategies to deepen their relationships with families and communities to improve student outcomes. Simply put, students are more successful in school and life when their families are engaged in their education. This document highlights the importance of family engagement and family-school partnerships. It provides schools and their partners with a jumping off point with an overview of key research, best practices, and funding sources, as well as profiles of how two communities are working to improve family engagement. These efforts incorporate a variety of strategies for schools to employ to welcome and work with families, and for educators and families to use to collaborate effectively. Regions win through comprehensive workforce development strategy With job growth for middle-skill level jobs slowing, the Federal Reserve Bank of Dallas and Austin-based nonprofit Center for Public Policy Priorities studied the nation's best practices and surveyed regional workforce boards in Texas to determine how communities there are addressing the challenge. Their findings are detailed in the report, Regional Talent Pipelines: Collaborating with Industry to Build Opportunities in Texas, released last month. For a region to succeed in their workforce development efforts, the study states three tasks must be accomplished: identify growth through an industry cluster analysis, convene a sector partnership, and create and strengthen career pathways. Topics addressed include health insurance coverage, disability status and service-connected disability, and use of VA healthcare. Sponsoring organization: U.S. Census Bureau Date: 01/2017 Rural counties' economies depend on different industries Local economies and employment levels are more sensitive to economic trends that have a pronounced effect on their leading industries. For example, trends in agricultural prices have a disproportionate impact in farming-dependent counties, which accounted for nearly 20 percent of all rural counties and 6 percent of the rural population in 2015. The boom in U.S. oil and natural gas production increased employment in many mining-dependent rural counties; more recently, lower oil and gas prices have led to reduced oil exploration and economic activity in these counties. Meanwhile, the decline in manufacturing employment has particularly affected manufacturing-dependent counties, which accounted for about 18 percent of rural counties and 23 percent of the rural population. Access and Inclusion in the Digital Age A new resource guide for communities on high-speed internet access and digital inclusion has been released by the National Resource Network (NRN), which provides technical assistance as part of the Strong Cities, Strong Communities (SC2) Initiative. NRN partner organization ICMA and the National Telecommunications and Information Administration (NTIA) led a group of six U.S. cities (Chattanooga, Tennessee; Gonzales, California; Greensboro, North Carolina; New Orleans, Louisiana; Springfield, Missouri; and Youngstown, Ohio) in a first-of-its-kind partnership to develop the resource guide, Access and Inclusion in the Digital Age. Historic preservation commissions across Oklahoma and the nation face similar challenges in the appropriate enforcement of their local preservation ordinances, and James K. Reap, workshop instructor, will discuss these issues and how to address them. James is an attorney who specializes in heritage conservation. He is Professor and Graduate Coordinator of the Master of Historic Preservation Program at the University of Georgia. He has served as chair of preservation commissions in the City of Decatur and DeKalb County and as vice chair in Athens, Georgia. He is a founding member of both the Georgia Alliance and National Alliance of Preservation Commissions, and is a former board member of both organizations. It is an opportunity to return to the town that I have called home for over 40 years.  It's a place where I am building a new home to move into the end of this month. "Hitting a milestone such as a total reinvestment of $10 million is remarkable for our town and specifically our historic downtown,” said Kayla Shrum, Main Street of Perry executive director. “It is proof that our community continues to work hard to improve ourselves. Through Main Street, Perry Pride and hard work, we will continue to revitalize and reinvest!" In Prague, the $10 million represents a “coming home,” of sorts. “One thing that comes to mind is that this amount of reinvestment proves that businesses still consider Prague as a viable, progressive community to be willing to invest their money in improvements and new facilities, which in turn provides and helps retain jobs locally and provides support for our local merchants,” said Teresa Steffy, former board member. “It also shows that young professionals are moving back to reinvest as well,” said Jessica Benson, Main Street Prague board member. “It seems like there are a bunch of people "originally" from Prague, or this area, that make their way back here to settle down for life. Come Czech us out!” For Bartlesville Main Street, the $15 million milestone gives the program a good opportunity to share with others in the community. “We are delighted to pass the $15 million mark in investments downtown in the 6 years we have been a Main Street Community,” said Mark Haskell, board president for Bartlesville Main Street. “Passing milestones like this are helpful for a number of reasons. It is a great reminder of the progress we have made; a reminder that this an incremental process - one building, one investment at a time; and it gives us the opportunity to use the milestone for PR and to remind people of the difference we are making. Hopefully it will get them downtown to check out our businesses and newly renovated buildings and spaces.​” Claremore Main Street’s milestone reflects the commitment made by the community their district. It’s heartening to see the community support Main Street’s mission and invest in our downtown,” said Jessica Jackson, program director for Claremore Main Street. “To achieve a milestone like $15 million in reinvestment, it just reminds us of the difference we are making in Claremore. Our historic downtown is shining again, and there’s nothing better to see.” Reaching the $30 million milestone for Muskogee points to a continued bright future. "Downtown Muskogee is certainly on the move,” said John Newby, Main Street Muskogee, In. board president. “As this investment shows over the past couple years, the public and private sectors are coming together creating outstanding synergies that are most vital for success and haven't been seen in Muskogee for quite some time. With the establishing of the new Main Street Muskogee, Inc. board coupled with continued support from the city and public sector, Muskogee indeed has a very bright future." Ponca City Main Street reached the $30 million milestone over the last year. “This level of reinvestment shows a commitment to the future of Ponca City Main Street and our downtown district,” said Lori Henderson, board president. “We are so thankful for the people that understand the importance of investment in their community and the direct tie to their success as business owners. We look forward to the next $30 million!” Sapulpa also reached $30 million during 2016. The fact that we have had more than $30 million of private sector reinvestment in the downtown Sapulpa Main Street district just shows that as a city, and community, we are committed to continually investing in the financial, and historical aspects, of keeping the downtown alive with business and continued growth,” said Carl Prescott, board president of Sapulpa Main Street. “By continuing to reinvest, thru monetary means, and especially the untold amount of voluntary time by Main Street board members, directors, and friends of Main Street over the past 27 years, this program will continue to thrive and continue to keep Sapulpa on top.
