Leadership Arts Leads to Collaboration on Veterans Guitar Program [http://d31hzlhk6di2h5.cloudfront.net/20171004/45/50/8e/77/75ec464f84d5bb831f1942d9_400x266.png] A conversation between two 2016 Leadership Arts class members has led to a partnership that is helping to provide guitar lessons to local veterans. Through the GIVE (Guitar Initiative for Veterans) initiative, participating veterans receive 12 weeks of training, learning to play the guitar, studying music theory, and covering concepts such as pitch and tone. Marcus Hill, a veteran who helped create the program, said it not only offers the benefits of hands-on arts learning, it also helps veterans with the effects of PTSD (post-traumatic stress disorder). Rob Arrington of ODVA said the idea for the partnership came up during a conversation he had with Opry Heritage executive director Cindy Scarberry while both were participating in Leadership Arts. While Arrington credits Hill and Scarberry for doing the "heavy lifting," he said ODVA has been working to promote the opportunity for veterans to participate. The ODVA has been a partner with the Oklahoma Arts Council (OAC) on two pilot arts programs at state veterans centers. In this article The Nation by David Bollier, "To Find Alternatives to Capitalism, Think Small," Bollier illustrates that the relocalization and decommodification of "production and services" is a "compelling strategy" for "small cities, towns, and rural areas that have been ruthlessly hollowed out by big-box stores, online retailers, automation, big agriculture, and outsourcing", to thrive within the current economy. An article in the Daily Yonder "Broadband Analysis: Scrappy Wireless ISPs Get the Job Done" says that rural areas don't need to wait on expensive and hard-to-build fiber-to-the-home networks to start using broadband. The Carsey School of Public Policy at the University of New Hampshire has released a new data snapshot showing that child poverty declined by 1.2 percentage points between 2015 and 2016, according to analyses of the official poverty measure (OPM) in the latest American Community Survey. CDFI Fund has released a Summary Report and data collected on New Markets Tax Credit (NMTC) investments across the nation through fiscal year (FY) 2015. The Summary Report categorizes all investments utilizing the North American Industry Classification System (NAICS), which is the standard used by Federal statistical agencies to classify businesses. Analysis of NAICS data shows that over 68 percent of NMTC investments made through 2015 have been concentrated in single/mixed-use real estate, health care and social services, manufacturing, and education. For these reasons, I have explained to Buffy that a banquet is no longer a justifiable expense for our agency. Ticket sales amounted to $20,340.00. Enid's contribution to the banquet was $15,042.67, but they received grants totaling $10,000.00 to cover their cost. The grants were funded by the legislative appropriation to the Oklahoma Department of Commerce and paid to National Main Street as part of our contract. To protect Commerce and Main Street, I have requested an Attorney General's opinion on the legality of this pass-through practice. I understand that the Main Street banquet is a long-held tradition and something you do not want to give up. If the host committee can raise $20,000 in sponsorships or you are willing to double the price of the tickets so the event can be held at little or no cost to the taxpayers, the Main Street staff can continue to provide planning and support. My recommendation is that you consider the practice of the Governor's Arts Awards and hold your event at the Capitol during the legislative session. That will allow the Governor and your lawmakers to attend and have their photos taken with you. It will also save your individual Main Street operations money since you will not need to buy tickets it will be held during the day and most of you will not need to spend the night. It's your decision! With that in mind, what about a combination of things. 1) Raise the ticket price a bit to cover a portion of the cost. (Wouldn't raise it to much as we need all the Main Street organizations to attend.) 2) Combine the awards dinner with a training session that day as well to provide additional value for those traveling a long distance which is nearly everyone. 3) ONLY allow Main Street Communities to host the banquet each year. Currently, the Main Street that wins “Community of the Year” is the host for the next year. It’s held in OKC because it is a central location, and we encourage legislators to attend. Last year was my first year to emcee, and I had a blast! Main Street is a community effort, and that point was driven home when I saw all the people in the audience. Only a handful were paid employees of the programs, and over 90% were volunteers. The banquet makes you realize you are part of something bigger. Keep the ideas coming. As I have not attended this awards ceremony or banquet it depends on what the purpose of the event is. Is it to share completed projects? Network and share ideas or resources? Highlight the achievements made in our local programs? One method of reducing the cost would be to not produce the full-color banquet guide. Offering different pricing points for communities with greater resources or a close proximity to the awards location. Hope the helps. Below is a message from Secretary Deby Snodgrass regarding the Main Street Awards and Banquet. I welcome any comments, suggestions, or ideas regarding this situation. A new chapter in the state budget saga is being written right now, but the ending will be the same – more budget cuts. The only question is how much. Since 2009, Commerce has had its budget cut 39%. We have gone from 143 employees just five years ago to 94 today – and one-fifth of those that remain have not had a raise in the last five years – for some, it has been 11 years since their last increase. For these reasons, I have explained to Buffy that a banquet is no longer a justifiable expense for our agency. Other state agencies have already eliminated banquets and conferences to save money and we need to follow their example. Last year, the cost of the banquet was $41,440.66. Ticket sales amounted to $20,340.00. Enid’s contribution to the banquet was $15,042.67, but they received grants totaling $10,000.00 to cover their cost. The grants were funded by the legislative appropriation to the Oklahoma Department of Commerce and paid to National Main Street as part of our contract. To protect Commerce and Main Street, I have requested an Attorney General’s opinion on the legality of this pass-through practice. I understand that the Main Street banquet is a long-held tradition and something you do not want to give up. If the host committee can raise $20,000 in sponsorships or you are willing to double the price of the tickets so the event can be held at little or no cost to the taxpayers, the Main Street staff can continue to provide planning and support. My recommendation is that you consider the practice of the Governor’s Arts Awards and hold your event at the Capitol during the legislative session. That will allow the Governor and your lawmakers to attend and have their photos taken with you. It will also save your individual Main Street operations money since you will not need to buy tickets it will be held during the day and most of you will not need to spend the night. It’s your decision! I have outlined three options: * Hold the banquet, with the host city (or a combination of cities) soliciting sponsors to supplement the revenue from tickets and cover costs. * Hold the banquet and cover costs by doubling the amount of the ticket price. * In lieu of a banquet, hold an awards ceremony at the Capitol during the legislative session. Combining more than one thing such as training would make it more attractive and beneficial. That said, if someone wins the community of the year, what are the advantages of hosting the event outside their community if they get no financial return by people coming to their communities. Just curious if there are other reasons to be the host and get to spend money that doesn't really benefit their community. As a Main Street community, I would much rather attend a function and support a fellow Main Street community even if I have to drive and stay in a hotel one night or so, rather than building up Oklahoma Cities, unless if they win of course. Then I can see why the community was the community of the year and experience what success is first hand. Maybe this budget crisis is a blessing in disguise as it forces us to do things differently and shake it up a bit. My one and a half sense worth. John John A. Round 2 was delivered to Main Street communities from Wyoming, Louisiana, Oklahoma, Pennsylvania, Delaware, and Michigan. Round 2: Cultivating Place on Main Crowdfunding Challenge will offer the matching funds, training, and one-on-one fundraising coaching--this time to Main Street communities in the Round 2 states. Crowdfunding on ioby allows project leaders to raise funds, cultivate a local donor base, find volunteers, and build visibility for their project, all with one-on-one support and training from ioby staff. Fifteen projects from among these six states will be selected. While the challenge goal will be to select a proportionate number of projects from each of the Round 2 states, selection will depend on applications submitted. Applicants selected to participate in Round 2: Cultivating Place Crowdfunding Challenge will receive $1,500 in a 1:1 match to apply toward their ioby crowdfunding campaign (project budget minimum is $3,000). There is no cap on the project's total budget size; applicants may fundraise as much as they like over the $1,500 match. No experience in fundraising is required to participate since ioby will provide fundraising coaching to all participants, and this program is applicable to groups of all sizes. Match funding is made possible through the generous support of Anne T. and Robert M. Bass. Eligibility and Guidelines: * Project must benefit the community and not be directly aimed at private profit. * Project must be led by or deeply engage residents of the community in which the project takes place. * Project should implement the Lighter, Quicker, Cheaper model described by the Project for Public Spaces. See examples. * Funding can go toward any stage of the project, including planning or implementation. * Applicant does not have to have attended the Cultivating Place in Main Street Communities training. * Applicant should be staff, board, or volunteer of a Main Street America member organization within Delaware, Louisiana, Michigan, Oklahoma, Pennsylvania, or Wyoming. The article in the link below is regarding "Vote Your Main Street" and the Yale Theater. Please know that the OMSC staff submitted ACTUAL Oklahoma Main Street projects, but the submission by Downtown OKC was selected. I love the fact that they mentioned the Main Street program, but the article makes it sound like Capitol Hill is a Main Street when it is not. Also, the person writing the article didn't contact the OMSC for clarification. I've let my frustrations be known to National, and Patrice said she would inform the National Trust. One other issue I have, is the exclusivity of the term "Main Street," and the fact that National is allowing non-Main Street communities use the brand. Round 2 was delivered to Main Street communities from Wyoming, Louisiana, Oklahoma, Pennsylvania, Delaware, and Michigan. Round 2: Cultivating Place on Main Crowdfunding Challenge will offer the matching funds, training, and one-on-one fundraising coaching--this time to Main Street communities in the Round 2 states. Crowdfunding on ioby allows project leaders to raise funds, cultivate a local donor base, find volunteers, and build visibility for their project, all with one-on-one support and training from ioby staff. Fifteen projects from among these six states will be selected. While the challenge goal will be to select a proportionate number of projects from each of the Round 2 states, selection will depend on applications submitted. Applicants selected to participate in Round 2: Cultivating Place Crowdfunding Challenge will receive $1,500 in a 1:1 match to apply toward their ioby crowdfunding campaign (project budget minimum is $3,000). There is no cap on the project's total budget size; applicants may fundraise as much as they like over the $1,500 match. No experience in fundraising is required to participate since ioby will provide fundraising coaching to all participants, and this program is applicable to groups of all sizes. Match funding is made possible through the generous support of Anne T. and Robert M. Bass. Eligibility and Guidelines: * Project must benefit the community and not be directly aimed at private profit. * Project must be led by or deeply engage residents of the community in which the project takes place. * Project should implement the Lighter, Quicker, Cheaper model described by the Project for Public Spaces. See examples. * Funding can go toward any stage of the project, including planning or implementation. * Applicant does not have to have attended the Cultivating Place in Main Street Communities training. * Applicant should be staff, board, or volunteer of a Main Street America member organization within Delaware, Louisiana, Michigan, Oklahoma, Pennsylvania, or Wyoming. Timeline * September 28: Webinar presented by ioby. Recording will be available for viewing after the webinar. * October 18: Applications due to NMSC. Individuals, businesses, government agencies, and organizations contribute to the preservation of Oklahoma's heritage through rehabilitation/restoration projects, archeological site protection, field and archival research, publications, and public programming.
