[MainstreetTowns] Event Cancellations / Rescheduling?

We don't have a written policy, yet, but this is what we do... 

First Fridays happen no matter the weather, BUT the outdoor activities
might be cancelled. We don't every say that First Friday is cancelled
because the stores (hopefully) have marketed themselves to get customers
to visit and will still be open. (mostly) 

I had to cancel Enid Lights Up the Plains due to solid ice in 2015. The
event has happened in rain, sleet and snow (everyone's favorite) but ice
was dangerous and not possible. It took as long to notify everyone
(public, news, fireworks, Santa, vendors, band, sound, parade entries,
volunteers) as it did to actually have the event. Rescheduling all of
the pieces/people was not possible. 

My concern was the sponsors. I emailed each of them, telling them of the
exposure they had already gotten leading up to the event, and to make up
for their logo not being seen and their name not being heard at the
actual event, we offered additional exposure over the next weeks. We
still had a majority of the expenses, even though the actual event was
cancelled. 

2 weeks later we had a "mini" Christmas event, so we could sell some of
the light-up toys we had purchased and if anyone was sadly disappointed
due to the work they put into their float, we invited them to park
around the Courthouse Lawn. We just gotta do what we can and acknowledge
the work and funds people already put into it. And safety is priority.

NMS has taken fire in the past for not rescheduling in the past due to rainy weather and this weekend's possible weather outlook has me really concerned as we have a children's event scheduled.
