[Nocupdates] GRNOC DB Upgrade to 1.6.3

Hi Everyone

I've upgraded the OneNet GRNOC DB instance to 1.6.3, here is the change log from your previous version

grnocdb 1.6.3 [2010 Jan 8]

Major Changes:
  * ISSUE=587 PROJ=102 Added Stale Device Report to show child devices that are still in the network, but have older last update times than the root node. Made decom and rma and move to storage actions set an out of service time on a device record. Moving to storage also now creates a record for the device in storage.

Minor Changes:
  * Fixed NCREN contact notification report to ignore entities who have been deleted -- i.e. entity.is_active=0  ISSUE=642
  * ISSUE=633 PROJ=102 Circuit summary was not respecting administrative network access policy.
  * ISSUE=633 PROJ=102 Util die_error had a typo in formatting.
  * ISSUE=617 PROJ=102 Change Footprints Integration views for MCNC to have both the address in 1 field and the address broken out.
  * ISSUE=5250 PROJ=101 Adding the simple ckt populator the grnocdb trunk
  * ISSUE=241 PROJ=102 Fixed prefix approval to properly create tickets
  * ISSUE=627 PROJ=102 Fixed adding channels so that it uses ckt_role_membership properly

* Made the delete POP button NOOP until further review
