	It is important to realize that a school system (LEA) can not be a partner on two proposals --  so if you are working on a targeted proposal make sure that your LEA partner(s) realize this.   This means that LEAs involved in a targeted proposal can not be partners in the comprehensive.
However, institutions of higher education can be partners on a targeted and a comprehensive.
