Receivable forms are determined by those offices.

I have a question regarding access permissions to your student records
systems.  We're revising our FERPA policies and trying to determine how
access to certain screens should be granted.  At your institution, does
the registrar determine what access faculty and staff have or does your
IT department determine that?
