Rick,
Are you referring to an Associate degree and Bachelor degree at another? We have that situation come up consistently at UCO, where a student is transferring back our credits to a two-year college for their AA/AS degree. In turn, the student eventually transfers back that transcript to meet the General Education requirements to earn our Bachelor degree.
If you are referring to similar level degrees (Associate and Associate, etc.), I don't see anything in the OSRHE Academic Policy and Procedures manual that prohibits it. As long as a student met the residency and credit hour requirements of both institutions, it could conceivably happen. Financial aid and consortium agreements being another matter.
We once had a situation where a student was trying to earn a Bachelor's degree at OU (Economics) and at UCO (Finance) simultaneously. It was trickier in this situation as the student was trying to raise GPA requirements at both institutions and perhaps was not being completely open with each institution about credits at the other. The student eventually finished our General Studies degree (with lower GPA requirements)...I can't remember what the outcome was at OU.
