[Oacrao-l] FERPA Question

OK.  This may seem odd to be asking this but I am really not certain.  

 

Would it be in violation of FERPA if a display were put up recognizing
any of our students who are veterans, if we do not have something from
the student to say it is OK?  All of the student have signed a publicity
release but not all have actually signed a FERPA form.
